ADMINISTRATIVE ORDER NO. 44 -14 -01 of the City Manager City of Eugene, Oregon AMENDMENT OF CITY OF EUGENE'S SMOKING POLICY APPLICABLE TO ALL CITY OWNED OR LEASED FACILITIES AND VEHICLES, AND REPEAL OF ADMINISTRATIVE ORDER NO. 44 -93- 02. The City Manager of the City of Eugene finds that: A. Under the provisions of Chapter IV, Section 16 of the Eugene Charter of 2002, the City Manager is designated as the administrative head of the City, specifically authorized to appoint and remove all employees (except as otherwise provided in the Charter), organize, and, as deemed necessary, disband and reorganize various City departments, and to enforce all ordinances of the City. B. On May 18, 1993, Administrative Order No. 44 -93 -02 was issued adopting the City of Eugene's smoking policy applicable to all City owned or leased facilities and vehicles. C. The City has recently amended its Administrative Policy Manual to add electronic cigarettes as a prohibited smoking instrument in indoor work areas at all facilities owned, leased, and operated by the City, including motor vehicles. It is necessary to amend the City's smoking policy adopted by Administrative Order No. 44 -93 -02 so that it is consistent with the amendments made to the Administrative Policy Manual. Now, therefore, based upon the above findings, I order that: Order. 1. Administrative Order No. 44 -93 -02 is repealed as of the effective date of this 2. This Policy applies to all employees, agents, and members of the public when inside City owned or leased facilities or vehicles. For purposes of this Policy, smoking instruments and devices are defined as: cigarettes, cigars, electronic cigarettes, and pipes. 2.
