Goal 7 - Areas Subject to Natural Disasters and Hazards: To protect life and property from <br /> natural disasters and hazards. <br /> <br />The applicant's findings indicate that the site is not subject to flooding, geological hazards or other <br />recurrent natural disasters. The subject parcels are not located within known areas of natural disasters <br />or hazards. The site is outside the 500-year flood zone and is not subject to hazards normally <br />associated with steep slopes, wildfires, or tsunamis. Other hazards, such as earthquakes and severe <br />winter storms can be mitigated at the time of development based on accepted building codes and <br />building techniques. Based on these facts, the proposed designation will not result in development in <br />areas normally associated with natural disaster or the damage and loss of life normally associated <br />therewith. Therefore, the amendment is consistent with Statewide Planning Goal 7. <br /> <br /> Goal 8 - Recreational Needs: To satisfy the recreational needs of the citizens of the state and <br /> visitors and, where appropriate, to provide for the siting of necessary recreational facilities <br /> including destination resorts. <br /> <br />Goal 8 ensures provision of recreation facilities to the citizens of the state. As stated by the applicant, <br />the proposed designation will not impact provision of recreation facilities: <br /> <br /> "The designation change and the consequent use of the property will not remove any land <br /> designated or needed for recreational uses. Future allowed uses under a commercial <br /> designation should not create any additional demand to designate land for recreational uses." <br /> <br />Access to recreation opportunities will not be affected as a result of the proposed amendment. <br />Therefore, the amendment is consistent with Statewide Planning Goal 8. <br /> <br /> Goal 9 - Economic Development: To provide adequate opportunities throughout the state for <br /> a variety of economic activities vital to the health, welfare, andprosperity of Oregon's citizens. <br /> <br />The subject property is located within the East Laurel Hill Area, and adjacent to a proposed <br />commercial node within that area. Goal 9 further states that, <br /> <br /> "Comprehensive plans for urban areas shall: <br /> 3. Provide for at least an adequate supply of sites of suitable sizes, types, locations and service <br /> levels for a variety of industrial and commercial uses consistent with plan policies." <br /> <br />The proposal is consistent with the Metro Plan's Economic Element policies as found in evaluation of <br />EC 9.8424(1)(b) and incorporated herein by reference. <br /> <br />The amendment is, therefore, consistent with statewide planning Goal 9. <br /> <br /> Goal 10 - Housing: To provide for the housing needs of citizens of the state. <br /> <br />The Metro Plan amendment to shift 1.38 acres of land from being designated Low-Density Residential <br />to Commercial does not hinder the ability to provide for the housing needs of the community. The fact <br />that the useable area of the site is limited to 9000 square feet, equivalent to a maximum of two <br />residential lots at the current Eugene Code minimum lot size, demonstrates the limited potential of the <br />site to contribute to serving the area's housing needs. <br /> <br />Planning Division Staff Report 7 September 2004 Paee 5 of 13 <br />(RA 04-1 and Z 04-4) 7 <br /> <br /> <br />
