As a result of the 1999 Residential Lands Study, the following finding was incorporated into the Metro <br />Plan: "There is sufficient buildable residential land within the existing urban growth boundary to meet <br />the future housing needs of the projected population. In fact, the 1992 residential buildable land <br />supply exceeds the 1992-2015 residential land demand in all residential categories. Assuming land is <br />consumed evenly over the period, by 1999, there will be at least a 20-year supply of residential land <br />remaining inside the urban growth boundary." (See Metro Plan findings 4, Page III-A-2) <br /> <br />Therefore, the amendment is consistent with Statewide Planning Goal 10. <br /> <br /> Goal 11 - Public Facilities and Services: To plan and develop a timely, orderly and efficient <br /> arrangement of public facilities and services to serve as a framework for urban and rural <br /> development. <br /> <br />Public Works Engineering staff have reviewed the proposal and have made the following evaluations: <br /> <br /> The southeasterly portion (approximately ½) of the subject site north of Moon Mountain Drive <br /> and west of Glenwood Drive is within Area "H" of the Storm Sewer Study, conducted by <br /> Poage Engineering, dated April 18, 2003, which reconfigured the sub-basin boundary between <br /> GL-60 and RA-80 in the 1990 OTAK study. With this reconfiguration, the southeasterly <br /> portion of the site is served by a stormwater system. The applicant has not, however, provided <br /> evidence that the northwesterly portion of the site can be served by a gravity -fed stormwater <br /> system. <br /> <br /> The wastewater system on Moon Mountain Drive is shallow (the depth of the flat-top manhole <br /> #16104 is 3.5 feet from rim to outlet). It is difficult to guarantee provision of gravity service <br /> for the entire developable portion of this site given the need to establish sufficiently deep <br /> facilities to serve all elevations of the site. Therefore, the applicant may be required to develop <br /> a lift (pump) system to guarantee that the site can be connected to wastewater service. <br /> <br />Although it may be difficult to rely on a gravity system, feasibility of providing services to the site is <br />apparent in that the applicant can, at the time of development, provide a pump system connecting to <br />wastewater systems and provide on-site retention for stormwater systems. Such options are <br />satisfactory in demonstrating consistency with this Goal. The amendment, therefore, is consistent with <br />Goal 11. <br /> <br /> Goal 12 - Transportation: To provide and encourage a safe, convenient and economic <br /> transportation system. <br /> <br />Goal 12 is implemented through the Transportation Planning Rule (TPR, OAR 660-012). The Eugene- <br />Springfield Metropolitan Area Transportation Plan (TransPlan) provides the regional policy framework <br />through which the TPR is enacted at the local level. TransPlan was acknowledged for compliance with <br />Goal 12 in 2001. <br /> <br />Under the state TPR, a local government must provide a form of mitigation described in OAR 660- <br />012-0060(1) when the local government adopts amendments to function plans, acknowledged <br />comprehensive plans, and land regulations which significantly affect a transportation facility. This <br />proposed refinement plan amendment does not "significantly affect a transportation facility" because <br />the order does not meet one of the following four factors identified in 660-012-0060(2): <br /> <br />Planning Division Staff Report 7 September 2004 Page 6 of 13 <br />(RA 04-1 and Z 04-4) <br /> 8 <br /> <br /> <br />
