Refinement Plan Amendment - TRS 18-03-03-2-3, Tax Lots 199, 200, 300 <br />January 13, 2004 <br />Page 3 <br /> <br />Board (EWEB). That easement accommodates multiPle electric lines, supported on wooden <br />poles, that serve areas to the north and to the south of the subject property. The southern of the <br />two easements is a 100-foot wide easement provided to Pacific Power and Light. That easement <br />accommodates regional high voltage electrical lines. In that easement is a steel electrical <br />standard, approximately 20 feet by 20 feet square, located close to Laurel Hill Drive. See Exhibit <br />B, Site Plan; Exhibit C, Photos, # 1-2. <br /> <br /> The site presently consists of undergrowth-primarily blackberry bushes, other low-lying <br />bushes, and young trees. There are several older trees that rise above the undergrowth in the <br />middle of the subject property. On the northeast boundary of the property, towards, 1-5, is another <br />grouping of older trees. Across the street to the west, the land is forested and planned for <br />residential use. To the south, the land is predominantly open grass land with clusters of trees <br />along the roadways. That area to the south and south east is part of the Laurel Hill <br />commercial/residential node. The areas of the node closest to the subject property will be <br />developed commercial, with the southem areas of the node, furthest away from the subject <br />property, developed with medium-density residential units. Directly south of the western most <br />90 feet of the subject property, the area is planned and zoned for low density residential use. See <br />Exhibit C, Photos, # 3-5. <br /> <br /> The site is currently undeveloped except for the steel electrical standard. <br />III. Background <br /> <br /> Applicants have researched the development of the plan designation for the subject <br />property and will summarize the results of their research here. <br /> <br /> The 1982 Metro Plan Diagram appears to designate the subject property and.the entire <br />surrounding area as commercial. Applicants attempted to obtain the original commercial and <br />residential lands inventories used to support the acknowledged buildable lands inventories for the <br />1982 Metro Plan, but those materials are unavailable. Applicants did, however, examine other <br />source materials used during the acknowledgment process that appear to show that one of the <br />three tax lots (TL 200) that make up the subject property was initially included in the commercial <br />lands inventory and that the other two tax lots (TLs 199 and 300) were included in the residential <br />lands inventory. <br /> <br /> Shortly after the Metro Plan was adopted, the Laurel Hill Plan was amended to include <br />the section on the East Laurel Hill Area. One of the primary purposes of that amendment was to <br />provide the guidelines for development of a commercial and residential node noted in the Metro <br />Plan. See Laurel Hill Plan, Introduction. Those amendments included a land use diagram for the <br />refinement plan area. Although the diagram is not expressly tax lot specific, it clearly indicates <br />that the subject property, lying on the north-east comer of the Laurel Hill Drive and Moon <br />Mountain Drive intersection, is designated low density residential. The enacting ordinance for <br />the Laurel Hill Plan update provides that the Laurel Hill land use diagram is adopted as a <br /> <br /> II-B-3 <br /> <br /> <br />
