Refinement Plan Amendment - TRS 18-03-03-2-3, Tax Lots 199, 200, 300 <br />January 13, 2004 <br />Page 5 <br /> <br />A. "(1) The refinement plan amendment is consistent with all of the <br /> following: <br /> "(a) Statewide planning goals.', <br /> <br /> Goal 1: Citizen Involvement: To develop a citizen inVolvement program that <br /> insures the opportunity for citizens to be involved in all phases of the <br /> planning process. <br /> <br /> Findings: The application will be processed consistent with the Eugene Code. The code <br />provides that refinement plan amendments are processed under either Type IV or Type V <br />application procedures. See EC Table 9.7055. Each of those procedures provide for notice and a <br />public hearing to allow citizen involvement. See EC 9.7400 (Type IV); EC 9.7500 (Type V). <br /> <br /> Furthermore, the Laurel Hill Plan provides that the City notify the Laurel Hill <br /> neighborhood association of all land use applications so that the association may review and <br /> comment upon the applications. See Laurel Hill Plan, Policy 2, page 2. Thus the local <br /> neighborhood association will be notified of the application and provided an opportunity to <br /> participate in the decision making process. <br /> <br /> Conclusion: The proposal complies with Goal 1. <br /> <br /> Goal 2: Land Use Planning: To establish a land use planning process and <br /> policy framework as a basis for all decisions and actions related to use of <br /> land and to assure an adequate factual base for such decisions and actions. <br /> <br /> Findings: The refinement plan amendment application will be processed in a manner <br /> consistent with the Eugene Code and the applicable provisions of the Eugene/Springfield Metro <br /> Area General Plan. To be approved, the application will have to demonstrate that the application <br /> is consistent with the Statewide Planning Goals, the Metro Plan, the applicable area refinement <br /> plan and the Eugene Code requirements. The proposed amendment does not require a Goal 2 <br /> exception. <br /> <br /> Conclusion: The proposal complies with Goal 2. <br /> <br /> Goal 3: Agricultural Lands: To preserve and maintain agricultural lands. <br /> <br /> Findings: The subject property does not include acknowledged agricultural lands nor are <br /> there any in close proximity to the site. Consequently, the proposed amendment will have no <br /> impact on agricultural uses. <br /> <br /> Conclusion: The proposal complies with Goal 3. <br /> <br /> Goal 4: Forest Lands: To conserve forest lands bY maintaining the forest <br /> <br /> II-B-5 <br /> <br /> <br />
