Refinement Plan Amendment - TRS 18-03-03-2-3, Tax Lots 199, 200, 300 <br />January 13, 2004 <br />Page 6 <br /> <br /> land base and to protect the state's forest economy by making possible <br /> economically efficient forest practices that assure the continuous growing <br /> and harvesting of forest tree species as the leading use on forest land <br /> consistent with sound management of soil, air, water, and fish and wildlife <br /> resources and to provide for recreational opportunities and agriculture. <br /> <br /> Findings: The subject property does not include acknowledged forest lands nor are there <br />any in close proximity to the site. Consequently, the proposed amendment will have no impact <br />on forest uses. <br /> <br /> Conclusion: The proposal complies with Goal 4. <br /> <br /> Goal 5: Open Spaces, Scenic and Historic Areas, and Natural Resources: To <br /> protect natural resources and conserve scenic and historic areas and open <br /> spaces. <br /> <br /> Findings: The subject property is not listed on any Goal 5 inventory lists. There are no <br />significant natural resources, open space, or scenic and historic areas identified on the site. The <br />City's regulations will protect near-by Goal 5 resources from any development that occurs on the <br />subject property. For example, storm water management requirements will limit any direct <br />impacts on fish habitat from future proposed uses of the site. That requirement will promote <br />efforts to protect Willamette River Salmon recently listed as an endangered species. <br /> <br /> Conclusion: The proposal complies with Goal 5. <br /> <br /> Goal 6: Air, Water and Land Resources Quality: To maintain and improve <br /> the quality of the air, water and land resources of the state. <br /> <br /> Findings: Due to the relatively small size of the subject property, the potential number of <br />generated traffic trips, with the consequential impact on air quality, is not significantly different <br />whether the site is used for reSidential or commercial use. The proximity of the site to the <br />commercial node and to 1-5 will promote more shorter, more efficient use of combined vehicle <br />trips. The improvements to the I-5 interchange and Moon Mountain Drive will decrease vehicle <br />idle times, which is when pollutant discharge from vehicles is greatest. The proximity of the site <br />to the Laurel Hill Node will encourage pedestrian, transit and bicycle use between the subject <br />property and the businesses and services located in the node. Importantly, most of the local <br />traffic generated by any future use of the subject property would likely occur elsewhere in the <br />metro area so there should not be a significant net increase in vehicle air pollution due to the <br />proposed amendment. <br /> <br /> Potential groundwater quality impacts will be mitigated through careful design of storm <br />water runoff systems as required by the EC. Future development of the property will connect <br />into the new storm water and sewer facilities currently under construction as part of the I-5 <br /> <br /> II-B-6 <br /> <br /> <br />
