Refinement Plan Amendment'- TRS 18-03-03~2-3, Tax Lots 199, 200, 300 <br />Janfiary 13, 2004 <br />Page 8 <br /> <br /> Conclusion: The proposal complies with Goal 9. <br /> <br /> Goal 10: Housin_~: To Provide for the housing needs of citizens of the. state. <br /> <br /> Findings: Although at first glance, it would appear that the proposal removes property <br />from housing development, that is not the case. A significant portion of the subject property, that <br />located under the power line easements, is unbuildable for residential uses. The remaining <br />portions of the property-inbetween the power lines-are economically undevelopable. Although <br />one could build housing and locate it between two sets of power lines, consultants have advised <br />the Applicants that nobody would buy them. This is not a situation where, "if you build it they <br />will come." Amending the refinement plan to designate the property commercial will not <br />adverselY impact housing because no residential use would actually occur on the sUbject property <br />now or in the future. Furthermore, the City consistently asserts that there is a more than adequate <br />supply of residentially planned and zoned land within the Eugene UGB to meet the City's <br />housing needs over the next 20 years. Thus, a plan and zone change of the subject property will <br />not adversely impact the City's housing supply. <br /> <br /> Conclusion: The proposal complies with Goal 10. <br /> <br /> Goal 11: Public Facilities and Services: To plan and develop a timely, <br /> orderly and efficient arrangement of public facilities and services to serve as <br /> a framework for urban and rural development. <br /> <br /> Findings: All necessary public facilities and services are available to the site. New <br />stormwater and sanitation sewer facilities are being installed adjacent to the subject property as <br />part of the I-5 Glenwood Interchange/Moon Mountain Drive improvements. Water is available <br />to the site, as is evidenced by the fire hydrant located across Laurel Hill Drive from the subject <br />property. Electric facilities are also located adjacent to the site. The roads accessing the subject <br />property are being improved as part of the I-5 Glenwood Interchange/Moon Mountain Drive <br />improvements. Future development on the subject property will be able to connect to all <br />necessary public facilities in an orderly and efficient manner. <br /> <br /> Conclusion: The proposal complies with Goal 11. <br /> <br /> Goal 12: Transportation: To provide and encourage a safe, convenient and <br /> economic transportation system. <br /> <br /> Findings: Compliance with Goal 12 requires addressing the Transportation Planning <br />Rule (TPR) provided at OAR 660-012-0060. Relevant portions of OAR 660-012-0060 provide: <br /> <br /> "(1) Amendments to functional plans, acknowledged comprehensive plans, <br /> and land use regulations which significantly affect a transportation facility shall <br /> assure that allowed land uses are consistent with the identified function, capacity, <br /> <br /> II-B-8 <br /> <br /> <br />
