The stormwater control measures required for all development under the EC will help <br /> prevent possible flooding on this or any of the surrounding area as a result of development on the <br /> subject property. The proposal is consistent with the City's flood management plan and policies. <br /> No geological hazards have been identified on the subject property. <br /> <br /> Conclusion: The proposal complies with Goal 7. <br /> <br /> Goal 8: Recreational Needs: To satisfy the recreational needs of the citizens <br /> of the state and visitors and, where appropriate, to provide for the siting of <br /> necessary recreational facilities including destination resort. <br /> <br /> Findings: This application proposes to change the plan designation for the subject <br /> property from low-density residential to commercial. The designation change and the consequent <br /> use of the property will not remove any land designated or needed for recreational use. Future <br /> allowed uses under a commercial designation should not create any additional demand to <br /> designate land for recreational uses. The proposal is consistent with the City's plans for <br /> designated recreational areas. <br /> <br /> Conclusion: The proposal complies with Goal 8. <br /> <br /> Goal 9: Economic Development: To provide adequate opportunities <br /> throughout the state for a variety of economic activities vital to the health, <br /> welfare and prosperity of Oregon's citizens. <br /> <br /> Findings: The proposal will promote economic development by converting unbuildable, <br /> unsellable residential property into useable commercial land. The physical and economical <br /> adverse constraints that the on-site power lines pose for residential development do not pose the <br /> same prohibition for a range of commercial uses that could occur on the subject property. <br /> Furthermore, the smaller lot size and site limitations on the subject property will allow for <br /> different types of'economic opportunities than will likely be located in the near-by commercial <br /> node, which consists of larger, more open spaces. In short, approval of the proposed amendment <br /> would convert vacant unusable residential land to economically viable commercial land. <br /> <br /> II-B-7 <br /> <br /> <br />
