That will allow the continued comprehensive <br /> approach to commercial development in the East Laurel Hill area that the City and neighborhood <br /> have adopted. <br /> <br /> Conclusion: The proposal is consistent with this Metro Plan provision. <br /> <br /> (Objective) Maximize the efficiency and safety_ of existing transportation facilities <br /> and services for the movement of people and goods. (III-F-4) <br /> <br /> Findings: The transportation facilities around the subject property are currently being <br />upgraded. Those facilities include the Glenwood 1-5 interchange, improvements to Moon <br />Mountain Drive, and other facilities being developed pursuant to a Cooperative Improvement <br />Agreement entered into between ODOT, the City of Eugene and the City of Springfield. The <br />proposal will increase the efficiency of these improvements by using them to serve areas to the <br />north and west of the improvements, areas that would otherwise remain vacant. The proximity of <br />the site to the commercial/residential node will also help concentrate commercial services around <br />public transportation facilities that will serve those other commercial uses, thereby decreasing <br />vehicle trip length and promoting increased pedestrian and bicycle movement between the <br />commercial uses in the node area. <br /> <br /> Conclusion: The proposal is consistent with this Metro Plan provision. <br /> <br /> Conclusion: The proposal is consistent with the Metro Plan. <br /> <br />C. "(1) The refinement plan amendment is consistent with all of the <br /> following: <br /> <br /> "(c) Remaining portions of the refinement plan." <br /> <br /> Findings: The relevant area refinement plan is the Laurel Hill Plan. That plan is broken <br />down into two sections. One section addresses the Laurel Hill Valley Neighborhood and was <br />largely adopted in 1974. The other addresses the East Laurel Hill Area and was adopted in 1982. <br />The goals of the 1982 amendments to the refinement plan were to update the Laurel Hill <br />Neighborhood Plan to comply with the Metro Plan, to locate the Glenwood collector road, and to <br />provide guidelines for development of a commercial/residential node in the East Laurel Hill area. <br /> <br /> Generally it is the East Laurel Hill Area section of the Laurel Hill Plan that applies to this <br />subject property. That section established the location of the commercial/medium-density <br />residential node, and plan designated all other property in the area, including the subject property, <br /> <br /> II-B-15 <br /> <br /> <br />
