Refinement Plan Amendment - TRS 18-03-03-2-3, Tax Lots 199, 200, 300 <br /> January 13, 2004 <br /> Page 14 <br /> <br /> (Objective) Encourage development of suitable vacant, underdeveloped, and <br /> redevelopable land where services are available, thus capitalizing on publi,- <br /> expenditures already made for these services. (II-B-3) <br /> <br /> Findings: The subject property is currently vacant with access to readily available public <br />facilities and services. Approval of this proposal will capitalize on the Public services <br />expenditures already made and planned for in the immediate area. In short, the vacant subject <br />property is suitable for commercial uses and has access to public facilities and services. <br /> <br /> · Conclusion: The proposal is consistent with this Metro Plan provision. <br /> <br /> (Objective) Attempt to find ways to more effectively use inefficiently used resourcex <br /> such as land, labor, and secondary waste products. (III-B-4) <br /> <br /> Findings: The current plan designation and zoning for the subject property will result in <br />an inefficient use of the land. The areas below the power lines on the subject property are <br />unbuildable for residential use. As explained above, it is highly unlikely that any type of <br />residential use of the remaining portions of the property is economically viable. The plan <br />designation change proposed here, accompanied by a zone change, will allow the property to be <br />used more efficiently. While not economically viable under residential use, the Applicants have <br />been advised that the site is feasible for commercial uses. With a commercial use, the areas <br />under the power lines could be utilized in a manner that supports the commercial use in the <br />portion of the subject property that lies in-between the power lines. Approval of the proposal <br />would more effectively use the inefficiently used land resource of the subject property. <br /> <br /> Conclusion: The proposal is cOnsistent with this Metro Plan provision. <br /> <br /> (Policy) Increase the amount of undeveloped land zoned for light industrial and <br /> commercial uses correlating the effective supply in terms of suitabili _ty and <br /> availabiltiy with the projections of demand. (III~B-5) <br /> <br /> Findings: The proposal (in conjunction with the related zone change application) will <br />slightly increase the supply of undeveloped land planned and zoned for commercial uses. That <br />increase in supply will not significantly change the supply-demand relationship of commercial <br />lands in the Eugene-Springfield metropolitan area and should partially off-set the reductions in <br />the available commercial lands supply due to development of commercial sites over the past <br />several years. <br /> <br /> Conclusion: The proposal is consistent with this Metro Plan provision. <br /> <br /> (PolicY) Utilize processes and local controls which encourage retention of large <br /> parcels or consolidation of smaller parcels of industrially or commercially zoned <br /> land to facilitate their use or re-use in a comprehensive rather than piecemeal <br /> <br /> II-B-14 <br /> <br /> <br />
