Larson Property <br /> Traffic Impact Study Pa~;e ?. <br /> <br /> II. Proposed Development <br /> <br /> 1. Location and Vicinity Map <br /> <br />The Larson property is located on the north side of Moon Mountain Drive between Glenwood Blvd. on <br />the east and Laurel Hill Drive on the west in east Eugene. The northerly boundary and most of the <br />easterly boundary abut Interstate 5 (I-5) right-of-way. The I-5 Glenwood Interchange is directly east of <br />the property. The location of the property is shown on the Vicinity Map, Figure 1 in Appendix A. <br /> <br />2. Development Plan <br /> <br />Thc development planned for the Larson property is a hotel. The presence of two power lines crossing <br />the property inside the north, south, and west property lines, severely limits the area building foot print to <br />a swath approximately 50 feet wide through the middle of the property. The total area of the property is <br />60,050 square feet (1.38 acres) with approximately 16,000 square feet available for a building site. <br />Figure 2 in Appendix A is a conceptual site plan showing the maximum hotel/motel development given <br />the constraints of the property and assuming two floors for the building. Two driveways to the site are <br />proposed, one on Moon Mountain Drive and one on Laurel Hill Drive, each about 100 feet from the <br />intersection. <br /> <br />III. ExiSting Conditions <br /> <br />1. Study Area <br /> <br /> a. Limits of Traffic Study <br /> <br />The study area for the traffic impact analysis was determined by the City of Eugene in consultation with <br />the Oregon Department of Transportation (ODOT). It was decided that the area will include the <br />surrounding intersections along Glenwood BoUlevard, Moon Mountain Drive, Laurel Hill Drive, and the <br />Glenwood Interchange. The traffic analyses will be 'provided for the AM and PM Peak hours for the <br />existing conditions, and for a horizon year of 15 years in the future. The intersections to be analyzed are <br />listed below: <br /> Glenwood Boulevard ~ Moon Mountain Drive/Glenwood Drive <br /> Glenwood Boulevard ~ I-5 Northbound Ramps <br /> Glenwood Drive ~ I-5 Southbound Ramps <br /> Moon Mountain Drive ~ Laurel Hill Drive <br /> <br />Access Engineering December 1, 2003 <br /> <br /> II-B-28 <br /> <br /> <br />
