Larson Property <br />Traffic Impact Study Pa§e 11 <br /> <br />The results of the analysis shows that all intersections will operate at acceptable V/C ratios with or <br />without the Larson property plan amendment and zone change. Even with all traffic routed through the <br />I-5 interchange area and no reduction for residential traffic allowed under the current plan and zoning, <br />the impacts of the Larson property zone change are minimal. <br /> <br />Under signalization, the Glenwood Blvd. at NB 1-5 Ramp and the Glenwood Blvd. at Glenwood <br />Dr/Moon Mountain Dr. intersections will operate within the ODOT mobility parameters, however queue <br />lengths for turn pockets north and south of the overpass may exceed the storage lengths provided. The <br />queues were not lengthened by the Larson property development, however, so no mitigation measures are <br />required. <br /> <br />V. Mitigation <br /> <br />The results of the operational analyses for 2004 and 2019 indicate that all intersections will operate <br />within the ODOT and City of Eugene mobility standards and therefore no mitigation is required for the <br />Larson property proposed plan amendment and zone change. <br /> <br />VI. Findings and Recommendations~ <br /> <br />The £mdings of this traffic impact study are that development under the proposed plan amendment and <br />zone change can be accommodated by the surrounding transportation system given the mitigation <br />measures required for the Son Blaze development. Contrary to the results of the signal analysis in the <br />JRH study, this study finds that the intersection of Glenwood Blvd./Glenwood Dr/Brackenfern Dr./Moon <br />Mountain Dr. will operate with acceptable V/C ratios and queue lengths with a single-lane Moon <br />Mountain eastbound approach and concurrent east-west phasing. The westbound approach does not <br />require a second left-turn lane, In fact, queue lengths are shown to increase when the eastbound <br />approach is removed because the eastbound through and left-turn traffic is transferred to northbound <br />movements lengthening the north-south green time and increasing the east-west green time. <br /> <br />This study recommends that the Moon Mountain eastbound approach to Glenwood Blvd. remain open. <br />This will eliminate the need for a connecting roadway from Moon Mountain Drive to 25* Avenue east of <br />Laurel Hill Drive and eliminate the diversion of traffic from Moon Mountain Drive south on the narrow <br />20-foot wide section of Laurel Hill Drive to 25* Avenue. <br /> <br />Access Engineering December 1, 2003 <br /> <br /> II-B-37 <br /> <br /> <br />
