Therefore, the amendment is consistent with Statewide Planning Goal 2. <br /> <br /> Goal 3 - Agricultural Land: To preserve and maintain agricultural land,'. <br /> <br />This amendment is for property located within the city limits and does not affect land designated for <br />agricultural use. Therefore, Goal 3 is not applicable or relevant to the amendment. <br /> <br /> Goal 4 - Forest Land: To conserve forest land; by maintaining the forest land base and to <br /> protect the state ','forest economy by making possible economically efficient forest practices <br /> that assure the continuous growing and harvesting of forest tree species as the leading use on <br /> forest land consistent with sound management of soil, air, water, and fish and wildlife <br /> resources and to provide for recreational opportunities and agriculture. <br /> <br />This amendment is for property located within the city limits and does not affect land designated for <br />forest use. Therefore, Goal 4 is not applicable or relevant to the amendment. <br /> <br /> Goal 5 - Open Spaces, Scenic and Historic Areas, and Natural Resources: To conserve <br /> open space and protect natural and scenic resources. <br /> <br />These amendments do not create or amend the area's list of Goal 5 resources, do not amend a code <br />provision adopted in order to protect a significant Goal 5 resource or to address specific requirements <br />of Goal 5, do not allow new uses that could be conflicting uses with a significant Goal 5 resource site <br />and do not amend the acknowledged Urban Growth Boundary. Therefore, Goal 5 does not apply. <br /> <br /> Goal 6 - Air, Water and Land Resources Quality: To maintain and improve the quality of <br /> the air, water and land resources of the state. <br /> <br />Nothing in the proposal or the character of the site or potential uses indicates a future development <br />that would compromise air, water and land resources. As indicated in findings regarding Goal 11, <br />incorporated herein by reference, options for accessing or providing the necessary urban services are <br />available. Therefore, the amendments are consistent with Goal 6. <br /> <br /> Goal 7 - Areas Subject to Natural Disasters and Hazards: Toprotect life and property <br /> from natural disasters and hazard,'. <br /> <br />The applicant's findings indicate that the site is not subject to flooding, geological hazards or other <br />recurrent natural disasters. The subject parcels are not located within known areas of natural disasters <br />or hazards. The site is outside the 500-year flood zone and is not subject to hazards normally <br />associated with steep slopes, wildfires, or tsunamis. Other hazards, such as earthquakes and severe <br />winter storms can be mitigated at the time of development based on accepted building codes and <br />building techniques. Based on these facts, the proposed designation will not result in development in <br />areas normally associated with natural disaster or the damage and loss of life normally associated <br />therewith. Therefore, the amendment is consistent with Statewide Planning Goal 7. <br /> <br /> Goal 8 - Recreational Needs: To satisfy the recreational need; of the citizens of the state and <br /> visitors and, where appropriate, to provide for the siting of necessary recreational facilities <br /> including destination resort,'. <br /> <br />Exhibit A 2 <br /> <br /> <br />
