The City has reviewed the proposal and have made the following evaluations: <br /> <br />The southeasterly portion (approximately iA) of the subject site north of Moon Mountain Drive and <br />west of Glenwood Drive is within Area "H" of the Storm Sewer Study, conducted by Poage <br />Engineering, dated April 18, 2003, which reconfigured the sub-basin boundary between GL-60 and <br />RA-80 in the 1990 OTAK study. With this reconfiguration, the southeasterly portion of the site is <br />served by a stormwater system. The applicant has not, however, provided evidence that the <br />northwesterly portion of the site can be served by a gravity-fed stormwater system. <br /> <br />The wastewater system on Moon Mountain Drive is shallow (the depth of the flat-top manhole <br />#16104 is 3.5 feet from rim to outlet). It is difficult to guarantee provision of gravity service for the <br />entire developable portion of this site given the need to establish sufficiently deep facilities to serve <br />all elevations of the site. Therefore, the applicant may be required to develop a lift (pump) system to <br />guarantee that the site can be connected to wastewater service. <br /> <br />Although it may be difficult to rely on a gravity system, feasibility of providing services to the site is <br />apparent in that the applicant can, at the time of development, provide a pump system connecting to <br />wastewater systems and provide on-site retention for stormwater systems. Such options are <br />satisfactory in demonstrating consistency with this Goal. The amendment, therefore, is consistent <br />with Statewide Planning Goal 11. <br /> <br /> Goal 12 - Transportation: To provide and encourage a safe, convenient and economic <br /> transportation system. <br /> <br />Goal 12 is implemented through the Transportation Planning Rule (TPR, OAR 660-012). The <br />Eugene-Springfield Metropolitan Area Transportation Plan (TransPlan) provides the regional policy <br />framework through which the TPR is enacted at the local level. TransPlan was acknowledged for <br />compliance with Goal 12 in 2001. <br /> <br />Under the state TPR, a local government must provide a form of mitigation described in OAR 660- <br />012-0060(1) when the local government adopts amendments to function plans, acknowledged <br />comprehensive plans, and land regulations which significantly affect a transportation facility. This <br />proposed refinement plan amendment does not "significantly affect a transportation facility" because <br />the order does not meet one of the following four factors identified in 660-012-0060(2): <br /> <br /> 1) Changes the functional classification of an existing or planned transportation <br /> facility; <br /> <br />The proposed refinement plan amendment would not change the functional classification of any <br />transportation facility. <br /> <br /> 2) Changes standards implementing a functional classification system; <br /> <br /> The proposed refinement plan amendment would not change the standards for implementing a <br /> functional classification system. <br /> <br /> 3) Allows types or levels of land uses which would result in levels of travel or access <br /> which are inconsistent with the functional classification of a transportation facility; or <br /> <br />Exhibit A 4 <br /> <br /> <br />
