The proposed refinement plan amendment would not allow types or levels of uses which would <br /> result in levels of travel or access which are inconsistent with the functional classification of a <br /> transportation facility. Such changes in use as would result from the proposed amendment would <br /> cause a negligible increase in level of service (LOS). <br /> <br /> 4) Would reduce the performance standards of the facility below the minimum acceptable <br /> level identified in the TSP. <br /> <br />The proposed refinement plan amendment would not reduce the performance standards of the facility <br />below the minimum acceptable identified in the Transportation System Plan. Any change in use <br />would result in a negligible increase in traffic volumes. Therefore, the amendment is consistent with <br />Statewide Planning Goal 12. <br /> <br /> Goal 13 - Energy Conservation: To conserve energy. <br /> <br />Goal 13 states, in part, that land use planning should, "to the maximum extent possible, seek to recycle <br />and re-use vacant land and those uses which are not energy efficient" (see Goal 13, guideline 3). The <br />provision of commercial land along such a high capacity transportation corridor serves to accomplish <br />the objective of creating compact urban development. The location of the subject site proximate to <br />Interstate 5 accomplishes this intent. Therefore, the amendment is consistent with Statewide Planning <br />Goal 13. <br /> <br /> Goal 14 - Urbanization: To provide for an orderly and efficient transition from rural to <br /> urban land use. <br /> <br />All of the parcels affected by this ordinance are currently within the Urban Growth Boundary and were <br />annexed into the City of Eugene in 1955. Although not all urban services are immediately available to <br />the site at this time, as established in findings in the evaluation of Goal 11 and incorporated herein by <br />reference, provision of those services is feasible. The amendment is, therefore, consistent with <br />Statewide Planning Goal 14. <br /> <br /> Goal 15 - Willamette River Greenway: To protect, conserve, enhance and maintain the <br /> natural, scenic, historical, agricultural, economic and recreational qualities of lands along <br /> the Willamette River as the Willamette River Greenway. <br /> <br />The subject site is not within the Willamette River Greenway. Therefore, this goal is not relevant and <br />the amendment will not affect compliance with Goal 15. <br /> <br /> Goals 16 through 19: (Estuarine Resources, Coastal Shorelands, Beaches and Dunes, and <br /> Ocean Resource,): <br /> <br />There are no coastal, ocean, estuarine, or beach and dune resources related to the property or involved <br />in the amendment. Therefore, these goals are not relevant and the amendment will not affect <br />compliance with Goals 16 through 19. <br /> <br />Based on the above findings, the proposal is consistent with the Statewide Planning Goals. <br /> <br /> EC 9. 8424(1)(b) The refinement plan amendment is consistent with applicable provisions of the <br /> Metro Plan. <br /> <br /> Exhibit A 5 <br /> <br /> <br />
