classification of a transportation facility. Such changes in use would result in a negligible <br />increase in level of service (LOS). <br /> <br /> 4) Would reduce the performance standards of the facility below the minimum <br />acceptable level identified in the TSP. <br /> <br />The proposed refinement plan amendment would not reduce the performance standards <br />of the facility below the minimum acceptable identified in the Transportation System <br />Plan. Any change in use would result in a negligible increase in traffic volumes. <br /> <br />Oregon Department of Transportation (ODOT) have reviewed the application and <br />expressed concern about the timing of the signal to eventually be installed at the Moon <br />Mountain Drive-Glenwood Boulevard-Glenwood Drive intersection. The Cooperative <br />Improvement Agreement No. 19131, entered into between the Cities of Eugene and <br />Springfield and ODOT, provides that the City of Eugene shall be responsible for <br />providing that traffic signal when the traffic signal warrant analysis indicates the signal is <br />needed. When that signal is needed shall be based upon traffic volumes, which are <br />dependent upon future development patterns. The City of Eugene recognizes its <br />responsibility for providing a signal when it is needed for state highway mobility. <br /> <br /> Goal 13 - Energy Conservation: To conserve energy. <br /> <br />Goal 13 states, in part, that land use planning should, "to the maximum extent possible, <br />seek to recycle and re-use vacant land and those uses which are not energy efficient" (see <br />Goal 13, guideline 3). The provision of commercial land along such a high capacity <br />transportation corridor serves to accomplish the objective of creating compact urban <br />development. The location of the subject site proximate to Interstate 5 accomplishes this <br />intent. Therefore, the amendment is consistent with Statewide Planning Goal 13. <br /> <br /> Goal 14 - Urbanization: To provide for an orderly and efficient transition from <br /> rural to urban land use. <br /> <br />All of the parcels affected by this ordinance are currently within the Urban Growth <br />Boundary and were annexed into the City of Eugene in 1955. Although not all urban <br />services are immediately available to the site at this time, as established in findings in the <br />evaluation of Goal 11 and incorporated herein, provision of those services is feasible. The <br />amendment is, therefore, consistent with Statewide Planning Goal 14. <br /> <br /> Goal 15 - Willamette River Greenway: To protect, conserve, enhance and <br /> maintain the natural, scenic, historical, agricultural, economic and recreational <br /> qualities of lands along the l, gillamette River as the tJ"illamette River Greenway. <br /> <br />The subject site is not within the Willamette River Greenway.
