provision of gravity service for the entire developable portion of this site given <br /> the need to establish sufficiently deep facilities to serve all elevations of the site. <br /> Therefore, the applicant may be required to develop a lift (pump) system to <br /> guarantee that the site can be connected to wastewater service. <br /> <br />Applicants have also submitted a storm water analysis that demonstrates that storm water <br />services can be provided to the site in an orderly manner. <br /> <br />Although it may be difficult to rely on a gravity system, the feasibility of providing <br />services to the site is apparent in that the applicant can, at the time of development, <br />provide a pump system connecting to wastewater systems and provide on-site retention <br />for stormwater systems. Such options are satisfactory in demonstrating consistency with <br />this Goal. The amendment, therefore, is consistent with Goal 11. <br /> <br /> Goal 12 - Transportation: To provide and encourage a safe, convenient and <br /> economic transportation system. <br /> <br />Goal 12 is implemented through the Transportation Planning Rule (TPR, OAR 660-012). <br />The Eugene-Springfield Metropolitan Area Transportation Plan (TransPlan) provides the <br />regional policy framework through which the TPR is enacted at the local level. TransPlan <br />was acknowledged for compliance with Goal 12 in 2001. <br /> <br />Under the state TPR, a local government must provide a form of mitigation described in <br />OAR 660-012-0060(1) when the local government adopts amendments to function plans, <br />acknowledged comprehensive plans, and land regulations which significantly affect a <br />transportation facility. This proposed refinement plan amendment does not "significantly <br />affect a transportation facility" because the order does not meet one of the following four <br />factors identified in 660-012-0060(2): <br /> <br /> 1) Changes the functional classification of an existing or planned transportation <br />facility; <br /> <br />The proposed refinement plan amendment would not change the functional classification <br />of any transportation facility. <br /> <br /> 2) Changes standards implementing a functional classification system; <br /> <br />The proposed refinement plan amendment would not change the standards for <br />implementing a functional classification system. <br /> <br /> 3) Allows types or levels of land uses which would result in levels of travel or <br /> access which are inconsistent with the functional classification of a transportation <br /> facility; or <br /> <br /> The proposed refinement plan amendment would not allow types or levels of uses which <br /> would result in levels of travel or access which are inconsistent with the functional <br /> <br /> IV-62 <br /> <br /> Page 6 of 12: Proposed Findings for Laurel Hill Plan Amendment (RA 04-1) <br /> <br /> <br />
