ADMINISTRATIVE ORDER NO. 58 -14 -11 <br />Public Works Department <br />City of Eugene, Oregon <br />TEMPORARY AMENDMENT OF THE CITY'S PARK AND OPEN <br />SPACE RULES ADOPTED BY ADMINISTRATIVE ORDER NO. 58-13 - <br />01 -F. <br />The Executive Director of the Public Works Department of the City of Eugene finds <br />that: <br />A. Section 2.019 of the Eugene Code, 1971 authorizes the City Manager to adopt <br />rules for administration of provisions of the Eugene Code. Pursuant to the authority of <br />Administrative Order No. 21 -03 -12 issued by the City Manager, the Executive Director of the <br />Public Works Department is authorized to regulate City parks, protect park visitors and the park <br />environment, and adopt rules regarding the use of parks. <br />B. On January 25, 2014, I issued Administrative Order No. 58- 13 -01 -F adopting the <br />City's Parks and Open Space Rules. Temporary amendments to the Park Rules are necessary in <br />order to implement rules specific to the area encompassing and surrounding the new Washington <br />Jefferson Skate Park, and to update recent liability insurance limit changes. Temporary Rules <br />are authorized by EC 2.019(5). <br />NOW THEREFORE, Parks and Open Space Rules 1.004(2) and (3) are amended and <br />Park Rule 1.035 is added as set out below. This temporary Rule shall remain in effect for a <br />period of 180 days from the effective date of this Order unless replaced earlier by an emergency <br />rule, temporary rule, or permanent rule adopted in accordance with the provisions of EC 2.019. <br />TEMPORARY PARK AND OPEN SPACE RULE AMENDMENTS <br />1.004 USE PERMITS <br />(2) Special Event Permit Applications Must Include <br />(a) For events with an anticipated attendance exceeding 500 people, a <br />certificate of insurance naming the City of Eugene as an additional insured. The <br />certificate must demonstrate that the special event organizers maintain a <br />commercial general liability insurance policy with coverage of at least <br />$2,000,000, combined single limit per occurrence. The policy must be a primary <br />policy, not a policy that contributes to any coverage that the City may carry. <br />Administrative Order — Page 1 of 4 <br />
