ATTACHMENT C <br /> <br /> Summary of Council Policies adopted during the Neighborhood Redesign <br /> <br />Mission Statement for Neighborhood Associations (May 1999) <br /> <br />Our mission is to build community at the neighborhood level and improve the livability of the City's <br />neighborhoods. Neighborhood Associations do this by: <br /> <br /> · Sponsoring neighborhood improvement projects and social events; <br /> · Providing a forum to identify, discuss, and resolve neighborhood issues; <br /> · Establishing a two-way communication between neighborhoods and the City, and between <br /> neighborhoods and other external agencies; <br /> · Educating neighbors on issues, public process, City services, and elections; and, <br /> · Identifying and Advocating the Neighborhood Association's position on issues such as land use, <br /> transportation, public safety, and social services. <br /> <br />Our neighbors are those who live, work, or own property within our boundaries <br /> <br />Definition of an Active Neighborhood (February 2000) <br />An "Active" neighborhood association must: <br /> · Conduct a minimum of four general meetings annually. Three of the four meetings must <br /> have a minimum often members in attendance, not including members of the Board. <br /> · Conduct at least four executive committee meetings annually; <br /> · Hold elections in accordance with the association' s charter or by another method sanctioned <br /> by the City, recognizing that the timing of resignations or organizing activities may not <br /> coincide with election dates specified in the charter; and, <br /> · Provide an annual report to the City on Neighborhood Associations' status, activities and <br /> neighborhood needs. <br /> <br />Neighborhood Association Boundaries and Borders (March 2000) <br /> · Optimum Size: no less than 300 unites and no more than 8% of the total residential <br /> addresses. <br /> · Borders: not divided by a major natural or manmade barrier; not be defined by a sole <br /> private-sector collective; all parts of the city included in an association. <br /> · When borders redrawn: by vote of members or by organizing committee's recommendation <br /> (which may be established because of not meeting size/border parameters or by petition). <br /> <br /> <br />
