proposed. No other changes are being made to the fee schedule as a result of
these comments.
E. During the comment period, City staff recommended that the rate amendment to
ten -hour on- street parking meters in the Municipal Parking District be increased to $10, rather
than to $12. This recommendation provides a discount for all day parking at an on- street meter,
similar to the rate structure found in the Campus Parking District. I concur with staff's
recommendation.
F. I find that the Parking Fee Schedule should be amended as proposed with the two
revisions set forth above. In determining the fees, I have considered the written submissions, the
applicable criteria of Section 5.055 and Subsection 5.285(7) of the Eugene Code, 1971. I have
also considered the applicable policies, enactments and directives of the City Council, the
amount, charged for these services by the City in the past, the full costs of providing the services
supported by the fees, the amounts charged by other comparable providers, and the revenue
needs of the City as determined by the adopted City budget.
On the basis of these findings, I order that:
1. The fees set forth in Exhibit A attached to this Order are the fees to be charged for
the described services effective August 1, 2014.
2. The unamended fees established by Administrative Order No. 53- 12 -02 -F remain
in full force and effect and are incorporated into the updated fee schedule attached as Exhibit A.
3. Administrative Order No. 53- 12 -02 -F is repealed as of the effective date of this
Order.
Dated this 28 day of July, 2014.
Jon R.
