The City understands the cost pressures for downtown businesses, which <br />is why the City delayed increasing the rates for as long as possible. However, <br />new downtown business and economic growth over the last few years are creating <br />a new surge in parking demand that makes the timing right to bring the City's <br />rates up to market with other downtown parking lots. <br />The City charges for downtown parking permits to manage parking <br />demand, encourage alternative modes of transportation, and pay for downtown <br />parking operation costs. <br />No changes are being made to the fee schedule as a result of these <br />comments. <br />General comments and questions Twenty people submitted general <br />comments and questions, many of which were not related to this rate increase and, <br />therefore, are not being addressed in this Order. The comments submitted <br />concerning the rate increases raised the following issues: it would be helpful to <br />issue six -month or one -year passes at a discount; the reserved space surcharge of <br />30% should be lowered to 25 %; Parcade rates are going up $7 per month, not $3 <br />to $6 as provided in the general information; the option for a part-time pass <br />should be provided; if rates are going up, the parking structures should be kept <br />cleaner and made safer. <br />Response The City is not able to offer a discount on six -month or one- <br />year permits at this time. However, the City will continue to explore options that <br />will allow it to minimize costs in issuing permits and to find efficiencies in <br />enforcement and, if found, will pass those savings on to the customer in the <br />future. <br />Because public reserved space parking results in public parking being <br />removed from public use, the 30% premium for a reserved parking space is <br />necessary to minimize the demand for reserved space parking. <br />The City will explore whether it would be cost effective and work with its <br />current technology to offer part-time passes. <br />The City is placing parking structure maintenance and safety as a priority <br />over the next year. <br />Given the average demand for parking in the Parcade, the rate amendment <br />for the Parcade is being revised to $50 per month with $25 per month for <br />rideshare, rather than to $55 per month with $27.50 per month for rideshare as <br />Administrative Order - Page 3 of 4 <br />
