ADMINISTRATIVE ORDER NO. 58 -14 -15 of the Traffic Engineer of the City of Eugene AMENDING THE CARSHARING PROGRAM AND REPEAL OF ADMINISTRATIVE ORDER NO. 58-10-05. The Traffic Engineer of the City of Eugene finds that: A. Section 5.040 of the Eugene Code, 1971 (EC) authorizes the City Manager or the Manager's designee to take administrative action establishing parking area time limitations, including the form of permissible parking and imposing conditions upon which the streets and other public property may be used for parking. B. On December 21, 2000, the City Manager issued Administrative Order No. 58- 00-29 appointing me as Traffic Engineer and delegating to me the City Manager's duties under EC 5.040, 5.050, 7.405, 7.410, and 9.538(6)(d). On September 24, 2009, the City_ Manager issued Administrative Order No. 58 -09 -14 which confirmed delegation of authority to the Traffic Engineer to exercise all of the duties and responsibilities specifically defined as those of the City Manager in EC 5.040 and EC 5.050 of the Eugene City Code. C. On June 30, 2010, the Traffic Engineer adopted Administrative Order No. 58 -10- 05 establishing a carsharing program intended to reduce air pollution and congestion and increase transit ridership, biking and walking. D. In order to expand the current carsharing program to allow for different approaches to carsharing to.operate within the City, the City needs to provide flexible parking conditions for Flex -Drive Organizations. Now, therefore, based upon the above findings, I order that: 1. Administrative Order No. 58 -10 -05 is repealed as of the effective date of this Order. 2. As of the effective date of this Order, the City's carsharing program is amended to provide as follows: CARSHARING PROGRAM 1. Purpose The Carsharing Program is intended to fulfill the following purposes: a. Establish a transparent, fair and consistent policy for carsharing in Eugene; Administrative Order -- Page 1 of ,5
