ADMINISTRATIVE ORDER NO. 58 -14 -15 <br />of the <br />Traffic Engineer of the City of Eugene <br />AMENDING THE CARSHARING PROGRAM AND REPEAL OF <br />ADMINISTRATIVE ORDER NO. 58-10-05. <br />The Traffic Engineer of the City of Eugene finds that: <br />A. Section 5.040 of the Eugene Code, 1971 (EC) authorizes the City Manager or the <br />Manager's designee to take administrative action establishing parking area time limitations, <br />including the form of permissible parking and imposing conditions upon which the streets and <br />other public property may be used for parking. <br />B. On December 21, 2000, the City Manager issued Administrative Order No. 58- <br />00-29 appointing me as Traffic Engineer and delegating to me the City Manager's duties under <br />EC 5.040, 5.050, 7.405, 7.410, and 9.538(6)(d). On September 24, 2009, the City_ Manager <br />issued Administrative Order No. 58 -09 -14 which confirmed delegation of authority to the Traffic <br />Engineer to exercise all of the duties and responsibilities specifically defined as those of the City <br />Manager in EC 5.040 and EC 5.050 of the Eugene City Code. <br />C. On June 30, 2010, the Traffic Engineer adopted Administrative Order No. 58 -10- <br />05 establishing a carsharing program intended to reduce air pollution and congestion and <br />increase transit ridership, biking and walking. <br />D. In order to expand the current carsharing program to allow for different <br />approaches to carsharing to.operate within the City, the City needs to provide flexible parking <br />conditions for Flex -Drive Organizations. <br />Now, therefore, based upon the above findings, I order that: <br />1. Administrative Order No. 58 -10 -05 is repealed as of the effective date of this <br />Order. <br />2. As of the effective date of this Order, the City's carsharing program is amended to <br />provide as follows: <br />CARSHARING PROGRAM <br />1. Purpose The Carsharing Program is intended to fulfill the following purposes: <br />a. Establish a transparent, fair and consistent policy for carsharing in Eugene; <br />Administrative Order -- Page 1 of ,5 <br />
