b. Carsharing organizations may submit requests to install new carsharing spaces or <br />move existing carsharing spaces. Upon receipt of requests, the City will conduct <br />a site evaluation of each requested location. Evaluation factors include: <br />(1) Parking space attributes (e.g., metered or signed); <br />(2) Existing parking supply in requested location; <br />(3) Demand for parking (commercial activity needs); and <br />(4) Traffic safety. <br />C. The Parking Services. Manager is authorized to approve or deny such requests. <br />d. Approved carsharing on- street spaces will be installed or relocated in a timely <br />manner. City staff will promptly notify the requesting carsharing organization of <br />any delays. <br />6. Flex -Drive Organizations Notwithstanding any other provision of this order or any <br />other administratively adopted order or rule, the following provisions apply to Flex -Drive <br />Organizations: <br />a. A carsharing vehicle operated as part of a Flex -Drive Organization may be parked <br />at any available, legal, on- street parking space within the Flex -Drive <br />Organization's designated geographic boundary, so long as: <br />(1) The Flex -Drive Organization purchases a residential parking zone permit <br />and commuter parking zone permit for every zone within the Flex -Drive <br />Organization's designated geographic boundary for each vehicle <br />authorized to park within that boundary; and <br />(2) No carsharing vehicle that is operated as part of a Flex -Drive Organization <br />may be stored on a street for more than 72 hours in violation of EC <br />5.135(1). <br />b. The Flex -Drive Organization shall purchase for each carsharing vehicle a " <br />carsharing permit, the residential and commuter parking zone permits for those <br />established parking zones within the organization's designated geographic <br />boundary, and pay estimated meter charges. <br />7. Responsibilities of Carsharing Organizations <br />a. To be eligible for the Carsharing Program, organizations must meet the definition <br />of "carsharing organization" above. <br />b. Carsharing organizations must pay all permit fees to the City: <br />Administrative Order -- Page 4 of 5 <br />
