Flex -Drive Organization. A carsharing organization that provides to its members access to carsharing vehicles parked within a specified geographic boundary inside the city limits. Legal, on- street parking space. A public on- street parking space that is 1) metered and provides at least a 60- minute time limit; 2) non - metered and not otherwise restricted; or 3) non - metered, restricted to a time limit of 60 minutes or more, and not otherwise restricted at certain times, such as restricted overnight parking, commercial loading zones, handicap spaces or carsharing on- street spaces. 3. Parking Space Designation and Use a. . The Carsharing Program will make available one on- street space. b. Each authorized carsharing organization may use one on- street space. C. Carsharing on- street spaces will be reserved for the exclusive use of one carsharing organization at all times, and may not be used by any other carsharing organization. d. If, a construction or maintenance project necessitates the removal of an existing carsharing on- street space, the City will work with the affected carsharing organization to find a suitable alternative location. 4. Carsharing Permits a. Applications for carsharing permits shall be submitted on the City- approved form. b. The Parking Services Manager is authorized to issue carsharing permits. C. A carsharing permit shall be valid for one year and may be renewed on an annual basis. d. Fees for carsharing permits shall be adopted in accordance with EC 2.020 and EC Chapter 5. e. A carsharing permit does not guarantee a parking space. 5. Location of Carsharing Spaces a. Carsharing on- street spaces shall be installed on Orchard Street, currently defined as the block area bounded by Franklin Boulevard and 15 Avenue.
