ATTACHMENT C <br /> <br /> MINUTES <br /> <br /> Eugene City Council <br /> Executive Session <br /> McNutt Room--Eugene City Hall <br /> <br /> November 3, 2004 <br /> Noon <br /> <br /> COUNCILORS PRESENT: Bonny Bettman, George Poling, Nancy Nathanson, Scott Meisner, David <br /> Kelly, Betty Taylor, Gary Pap6, Jennifer Solomon. <br /> <br /> Mayor James D. Torrey called the executive session of the Eugene City Council to order. <br /> <br />A. EXECUTIVE SESSION <br /> <br />The City Council met in executive session in accordance with Oregon Revised Statute 192.660(1)(f). <br />Mayor Torrey adjourned the executive session and called the council to order in a public meeting. <br /> <br /> Ms. Bettman, seconded by Mr. Poling, moved, pursuant to Section 28(4) of the Eugene <br /> Charter, to authorize a public hearing on November 8, 2004, on an ordinance related to <br /> implementation of Ballot Measure 37. The council shall leave the record open until No- <br /> vember 15 for the submission of written comments on the proposed ordinance. <br /> <br />Mayor Torrey solicited council comments on the motion. <br /> <br />Responding to a question from Mr. Kelly regarding the time provided for council and public review of the <br />ordinance, City Manager Dennis Taylor indicated the council would also hold a work session on the <br />ordinance and the time for comment was proposed to be extended. <br /> <br />Ms. Nathanson indicated she might have to leave before the vote and said she was in favor of putting some <br />sort of ordinance in place to establish a process. She thought the timing of the public process unfortunate <br />but pointed out the ballot measure had been discussed extensively during the campaign. She did not think <br />the public was fully aware of the ramifications of the measure, and the results would not be what people <br />understood. She believed voters thought they were voting to compensate property owners, but many <br />jurisdictions would not be able to do so and would be forced to waive regulations altogether. Ms. <br />Nathanson hoped to see a minimal ordinance that addressed what the City had to do at this point. Other <br />revisions or ordinances could follow. <br /> <br />Ms. Taylor agreed with Ms. Nathanson's remarks. However, she thought the public hearing should occur <br />later to give residents more time to be aware of what the council was contemplating and to become <br />familiar with the issues involved.
