Ms. Bettman said the City had been working to anticipate the measure's passage but she did not think the <br /> same was true of the public. She did not think the public understood all the ramifications of the measure <br /> or what the council was considering through the ordinance. That would take time. She preferred to hold a <br /> special meeting on November 22 followed by a public hearing. The council could then take action at a <br /> special meeting in early December. <br /> <br /> Mr. Meisner supported the motion. He thought it ironic the council was discussing the need for the public <br /> to become better informed and educated about the ordinance when the public was clearly neither informed <br /> nor educated during the campaign about the consequences of the action voters had so recently taken to <br /> undo Oregon's land use system. Mr. Meisner thought it incumbent on the council to do something now. <br /> He pointed out the ordinance could be amended in the future. He said the council needed to be prepared <br /> as quickly as possible, and educate those who will be attempting to make claims on December 3. <br /> <br /> City Attorney Glenn Klein noted that approval of the motion required unanimous approval, and suggested <br /> that it be withdrawn and a public heating scheduled on November 22. <br /> <br /> Mayor Torrey suggested the council hold two heatings. <br /> <br />Ms. Bettman indicated willingness to support the motion given that the record would be held open. <br /> <br />Responding to a question from Mr. Kelly about what he saw as the benefit of holding two heatings, Mayor <br />Torrey suggested that education and increased public involvement were two benefits. Mr. Kelly <br />questioned whether the motion needed to be amended to accommodate two hearings. Ms. Bettman <br />pointed out the council could vote to continue the hearing of November 8 to November 22. City Manager <br />Taylor recommended that approach. <br /> <br />Mr. Pap6 suggested the possibility the council could take action on November 22. <br /> <br />Ms. Taylor said she could not support the motion unless it specifically called for a second hearing. <br /> <br /> Ms. Taylor, seconded by Mr. Kelly, moved to amend the motion by stipulating the council <br /> would hold a second public hearing on the ordinance on November 22. The amendment <br /> to the motion passed, 5:2; Mr. Pap6 and Ms. Solomon voting no. <br /> <br /> The motion as amended passed unanimously, 7:0. <br /> <br />The meeting adjourned at 1:30 p.m. <br /> <br />Respectfully submitted, <br /> <br />Dennis M.
