II. EXISTING CONDITIONS ANALYSIS <br /> <br />Land Use History <br /> Parcel 9200 was annexed in 1889 and was improved prior to 1936 (per lfistoric aerial photos)i A <br /> parcel was originally created and recbrded in 1941 (tax lot 5300), measuring 198.4 feet by 100 <br /> fket. In 1961, the parcel was rerdeeded with an additional I 1,622 square feet of area noah ofthe <br /> <br /> -. previously deeded parcel. Given that the lot was ricorded in its current configuration prior to <br /> August 14, 1962, and asthe lot conta;ins more than ~6,000 square feet and has greater than 60 feet <br /> of tkontage, Trax Lot 9200 qualifies as a legal lot. <br /> <br /> Parcel 9300 was also annexed in 1889 with Construction of the existing structure occmzing in <br /> 1920. The existing parcel was originally recorded i~ its cun-ent configuration in 1950. measuring <br /> 66.3 by 161 feet (tax lot 4700). Given that the parcel was created prior to August 14, 1962, and <br /> as the lot contains, more than 6,000 square feet and has greater than 60 feet of frontage, Tax Lot <br /> 9300 qualifies as a legal lot. <br /> <br /> In 1968 a Conditional Use Permit (CU 68-3) for a group care.hcili¢' run by the U.S. Veterans <br /> Affairs was applied for on tax lot 9300 (then 4700) {see a~achment D). Two other permits for <br /> similar Uses in the surrounding area (CU 68-1 and CU 68-2) were also applied for at the same <br /> time. Wkh regard to CU 68~3, tl~e request was g?anted subject to the following conditions: · <br /> <br /> .In 1972, a Conditional Use Permit (CU 72-45) for the ex/sting Kaufman Senior Center and Annex <br /> (trax lots 9200 and 9300) was applied for (see A~achment E). The conditional use was approved <br /> subject to the following conditions: <br /> <br /> I. Provision for 15 off-street parking Spaces; <br /> <br /> 2. Submission of an improvement petition for the alley if alley access is utilized, or <br /> lira itation of access to 10th Avenue with preservation of the planters along the alley; <br /> <br /> 3. Provision ora landscaped buffer with a minimum width of five feet and an average <br /> planting height of four to five feet alonz the West marzin"bfthe parki'ne area; <br /> <br /> 4. 'Preservation of the large che~' tree located along tlie east edge of the parking arem <br /> <br /> 5. Provision ora durable, dust-free surface for the parking area: <br /> <br /> 6. Planning Commission review 0fthe.off-stree~ parking provision ill October, 1973; <br /> Maintenance of the buildings ~nd ,,rounds in a state 0fgood repair: and <br /> <br /> 8. Adherence to Building Code requirements. <br /> <br /> Upon approval of the CUP, tl~e applicant began to operate the prope~y as a senior center. <br />June 19, 1974. a memorandum fi-om Edwin R. Smith 0f the Kaufi~an Senior Center was sent to <br />the Planning Director indicating that conditions I. 3.5: and 6 had not been completed: dmt <br />condition 2 had been partially completed: that condition 4 had been co~pleted~ but the u'ee had <br />died and hacl to be removed: and that conditions 7 and '8 had been completed.
