JEFFERSON WESTSIDE NEIGHBORHOOD ATTACHMENT C <br /> <br /> October 21, 2004 <br /> <br />Planning Commission <br />City of Eugene <br />99 W. l0th Ave. Cit~ Of Eugene <br />Eugene, OR 97401 Plannin~ Division <br /> <br /> RE: Code Amendment Application, File No. CA 04-2 <br /> Kaufman Senior Center <br /> <br />Dear Planning Commission: <br /> <br />The Jefferson Westside Neighborhood reviewed the proposed zone change and special <br />historic zone designation at its September 14th meeting. This proposal not only to allows <br />the Kaufman Center to continue as a senior center by allowing the sale of the Annex, but <br />lays the foundation for the sale of the Kaufman Center itself. It asks the JWN to permit a <br />host of office uses without any further review. <br /> <br /> JWN offers for your consideration the following testimony: <br /> <br /> 1. The JWN supports all efforts by the City to retain the Kaufrnan Senior Center as a <br /> senior center. In support of those efforts, the JWN supports the proposal to create <br /> a special historic zone for the "Kaufman Center." <br /> <br /> 2. The JWN supports the efforts by the City to allow the sale of the "Annex." It is <br /> our understanding that the special historic zone designation for the Kaufman <br /> Center will override and eliminate the existing CUP that covers both the Kaufman <br /> Center and the Annex, and that the zoning for the Annex property will revert to its <br /> underlying R-2. <br /> <br /> 3. The JWN supports special area zone uses, identified in Table 9.3610, that support <br /> the continued use of the Kaufman Center as a senior center or those uses <br /> permitted in the underlying R-2 zone. The only use necessary for the continued <br /> operation of the Kaufman Center as a senior center is the designation of <br /> "Community and Neighborhood Center" as a permitted use. <br /> <br /> 4. The JWN objects to the following office uses as "permitted" uses: <br /> "Administrative, General, and Professional Office" and "Scientific and <br /> Educational Research Center." JWN proposes that these uses be subject to a <br /> conditional use permit. <br /> <br /> a. These additional uses are not necessary for the operation of a senior <br /> center, but have been added as permitted uses to facilitate sale of the <br /> Kaufinan Center in the future. <br /> <br /> <br />
