Letter to Eugene Planning Commission <br /> RE: Code Amendment Application, Kaufman Senior Center <br />· October 21, 2004 <br /> <br /> b. Staff asserts that the Kaufinan Center property will not sell if these office <br /> uses are not "permitted" uses. City staff believe that designation of these <br /> uses as conditional will "make the property impossible to sell." <br /> <br /> c. Designation of these uses as conditional is the only way to allow JWN to <br /> have an effective voice in the future use of this dominate neighborhood <br /> property. The cost, delay and uncertainty to a potential purchaser <br /> presented by the City's conditional use permit process is within the control <br /> of the City. <br /> <br /> d. Absent designation of office uses as condition, the only City review over <br /> the use of this property would pursuant to an occupancy permit for <br /> compliance with parking requirements. Only if a new' user proposed to <br /> make exterior, modifications or proposed new construction in the historic <br /> garden, requiring application for a historic alteration, woUld there be <br /> neighborhood input as Type II application. The historic alternation <br /> process presents a potential purchaser with the same uncertainty as the <br /> CLIP process the City argues would make the property impossible to sell. <br /> <br /> JWN submits that if the City wants to allow office uses of the Kaufman Center property <br /> in the future, that those only be subject to a conditional use permit. <br /> <br /> JWN has discussed its objections extensively with City staff including Shawna Adams, <br /> Planning Department, Emmy Jenson, Facility Management, and the City's consultant, <br /> Terri Harding of Satre Associates. However, despite extensive discussions, the City has <br /> not offered any compromise. The JWN remains committed to working with the City to <br /> resolve neighborhood concerns with this special historic zone proposal. <br /> <br /> Respectfully submitted, <br /> <br /> for JWN Executive Board <br /> <br /> <br />
