October 25, 2004 <br /> <br /> Eugene <br /> Planning <br /> Commission <br /> c/o Shawna Adams <br /> City of Eugene Planning Division <br />SATRI~ 99 West l 0th Avenue <br />, :: :~ ,, ~::! · Eugene, OR 97401 <br /> <br /> Re: Kaufman Senior Center - Special Area Zone Comments <br /> <br /> Dear Planning Commissioners: <br /> <br /> This letter serves as testimony from the Applicant (Facility Management Division) <br /> related to comments received from the Jefferson-Westside Neighbors about the <br /> Kaufrnan Senior Center Special Area Zone. <br /> <br /> The Jefferson-Westside Neighbors' (JWN) letter concentrates on the proposed <br /> allowance for "Administrative, General, and Professional Office" uses and "Scientific <br /> and Educational Research Center" as' permitted outright uses. The letter states that <br /> the JWN prefers the above-mentioned uses to be conditionally permitted, and that the <br /> category "Community and Neighborhood Center" encompasses all uses related to the <br /> operation of the building by the Emerald Empire Council on Aging (EECA). <br /> <br /> The city explored land use alternatives for the site to fulfill a dual purpose mission <br /> promoted by the Eugene City Council - to allow the Annex property to be sold <br /> separately from the main house, and to allow EECA to operate senior services, and <br /> eventually become self sufficient enough to buy the building from the city. The <br /> Historic designation of both properties was the first step in fulfilling the mission. <br /> The Annex will revert to R-2 zoning and can be sold separately upon adoption of a <br /> Special Area Zone for the main house, which, as written, will obviate the need for <br /> EECA to obtain a conditional use permit. <br /> <br /> The second part of the mission, enabling EECA to take over the building and become <br />Satre Associates, P.C. self sufficient, requires Special Area Zone language that will facilitate their use of the <br />132 East Broadway building. Contrary to the JWN letter, the category "Community and Neighborhood <br />Suite 536 Center" does not encompass all uses potentially needed by EECA to become self <br />Eugene, Oregon 97401 sufficient. These uses do not fall <br /> under the "Community and Neighborhood Services" land use category; rather they are <br /> "Administrative, General, and Professional Offices."
