AGENDA ITEM SUMMARY <br /> October 26, 2004 ~ <br /> <br />TO: Eugene Planning Commission <br />FROM: Shawna Adams, Planning Division <br />SUBJECT: public hearing regarding a City-initiated proposal to establish <br /> a site-specific S-H Historic Special Area Zone and to apply it to <br /> the Gertrude and Ludwig Kaufman House. <br /> <br />ACTION REQUESTED: Conduct a public hearing and forward a recommendation to the <br /> Eugene City Council. <br /> <br />BRIEFING STATEMENT: On October 26, 2004, the Planning Commission wilI hold a Public <br />hearing for three land use actions affecting the Gertrude and Ludwig Kaufman House (a.k.a <br />Kaufman Senior Center or Kaufman House), a City of Eugene Historic Landmark. These land <br />use actions include: <br /> · The establishment of a S-H Historic 'Special Area Zone ordinance specific to the <br /> Kaufman House. <br /> · A zone change applying this S-HK Historic Kaufman House Special Area'Zone to the <br /> Kaufman House site (City file Z 04-12). <br /> · A code amendment establishing a zone change criterion'that references siting <br /> requirements in uncodified site-specific S-H Historic Special Area Zones (City file CA <br /> 04-2). <br /> <br />BACKGROUND: The Kaufman House and'the Kaufman Annex were donated to the City of <br />'Eugene by Trude Kaufman in 1972. The two properties were used together by the City as a <br />senior center under a conditional use permit (City file CU 72-45) for the next twenty-six years. <br />The city's operation of programs at the site ceased in 1998 due to budget cuts. Lane Community <br />College cOntinued to support senior programs at the site until June of 2003 when LCC budget <br />cuts necessitated that operation of the Kaufman House as a senior center would be taken over by <br />a private non-profit, Emerald Empire Council on Aging (EECA). Use of the Annex property had <br />ceased prior to 2003, when the organizations using the building moved out. The Annex has <br />remained vacant due to the extensive repairs needed to make the building suitable for public use. <br /> <br />In April of 2001; the City Council directed the City Manager to explore the possibility of selling <br />the Kaufman Annex. Facilities staff concluded that selling the Annex into separate ownership <br />would void the conditional use permit for the Kaufman House and Kaufman Annex, which <br />allows for the continued use of the Kaufman House by EECA for senior activities. Satre <br />Associates was hired by the City to help identify options that would allow continued use of the <br />Kaufman House as a senior center as well as allowing the possible sale of the Kaufman Annex as <br />a single family residence. <br /> <br />Satre Associates and Facilities staff consulted with senior center representatives, the Jefferson- <br />Westside Neighbors, and staff from other City departments to determine how to best carry out <br />the City Council's directive.
