The Original Conditional'Use Permit for Kaufman Center and Kaufman Annex <br /> (CU72-45) required 15 parking spaces, but they were never provided. From October <br /> 1972 until perhaps as late as 1990, almost 18 years, the Kaufrnan Center and <br /> Kaufman Annex operated with a total of only four on-site parking spaces - three in the <br /> Center driveway and one in the Annex driveway. <br /> <br /> 5. The parking issue was re-visited in 1980 with a conditional use modification request. <br /> The 1980 CUP modification deleted the original 15 space parking requirement <br /> (findings from James Spickerman for the August 26, 1980 hearing). In addition, the <br /> decision included suggestions for Public Works and Parks to investigate alternatives <br /> for staff parking, to improve the efficiency of the driveway parking, to sign the on- <br /> street spaces, and to re-visit the topic in six months if needed. <br /> <br /> · Apparently, some investigation occu/'red and drawings were done to change the · <br /> driveway parking and to propose the six spaces at the back of the Annex, but neither <br /> of thoSe projects were constructed at that time. No alternatives were implemented for <br /> . staff'parking. The two-hour signing was done on the north side of l0th Avenue. In a <br /> March 5, 1981 letter, Heatings Official Spickerman acknowledged that he concurred <br /> _;vith the ,F?din.gs of A.u.g~_s. t 1980 anda ~taffmemo dated February 25, 1981 (staffhas <br /> . een uname to locate this) and suggested that staff still try to fred alternate parking. <br /> Apparently there were no complaints to trigger another hearing, and the issue became <br /> dormant. <br /> <br /> Eight or nine years later, in the late 80's, the parking area was constructed behind the <br /> Annex and was primarily.used for staff parking in the early 90%. Note: There was <br /> never a condition of approval that either required the Annex parking to be built or <br /> required that particular number - six spaces, just happened to fit across the back of the <br /> lot. <br /> <br /> 6. A 1996 plan and land use permit application to add additional parking to serve the <br /> center was opposed by the neighborhood, and ultimately denied by the Hearings <br /> Official. <br /> <br /> 7. Since the 1980 CUP modification, the north side of i0th Avenue has been signed two- <br /> hour parking, resulting in 6 additional short term spaces in from of Kaufman Center <br /> and 2 spaces in front of the Annex. After approval of the SAZ, if the Annex is <br /> declared.surplus and sold as a residence, it will retain the siX-space off street parking <br /> area, a garage, and a driveway that would allow that address to have as many as eight <br /> vehicles parked on site. On that basis, we recommend retaining the two spaces in <br /> from Of the Annex as two-hour signed parking. <br /> <br /> 24 <br /> <br /> <br />
