We have'requested the center's Jefferson Street frontage be signed for 2-hour parking, <br /> resulting in additional 3 short term spaces. There are currently three existing street <br /> spaces along this frontage that will be signed to'allow more parking availability for <br /> Kaufman Center during the day. The City, as owner of the adjacent property, has <br /> reqUested signed parking, and the project is in the queue. <br /> <br /> 9. The property is a City Historic Landmark, and the proposed code language allows <br /> adaptive reuse of a historic structure that doesn't lend itself to current code <br /> calculation methodology. A new senior center would be required to provide parking <br /> based on the Size of the main assembly area. The'Kaufrnan House does not have a <br /> main assembly area. In addition, the pr°perty!s historic status includes the garden <br /> area north of the center. Allowing EECA to operate using existing parking spaces <br /> :will avoid the need to disrUPt the garden area and obtain historic alteration 'approval. <br /> <br /> In conclusion, utilization of a conventional parking calculation (based on assembly area) · <br /> is not appropriate in this case for three primary reasons: (1) the user group depends <br /> largely on alternative transportation modes to get to the center, (2) the historic character <br /> of the Kaufman property does not allow for conventional parking calculation or <br /> .provision, and (3) the neighborhood has historically opposed parking area expansion. <br /> The center, has operated for over a quarter century with limited parking. In that time the <br /> only neighborhood complaints or opposition relative to parking have been related to' <br /> parking area expansion. Therefore, the proposed Code language seeks to validate the <br /> existing parking situation for the existing use.. <br /> <br /> (3) ExcePt for areas zoned S-H Historic Special Area zone, the area to be classified S Special <br /> Area includes at least ~ acre in area. <br /> <br /> .The subject property is proposed to be zoned S-H Historic Special Area Zones, and is <br /> thus exempt from the ½ aCre requirement described by this criterion. <br /> <br /> (4) The application of the zone to the properties proposed for inclusion in the S Special Area <br /> zone and the required provisions of a special area zone ordinance are consistent with the <br /> criteria required for approval of a zone change, according to EC 9.8865 Zone Change <br /> Approval.
