August 5, 2004 The subject amendment does not directly impact any lands zoned for Agricultural use. Nevertheless, the proposed amendment complies with Statewide Planning Goal 3 by providing for efficient use of land inside the Eugene Urban Growth Boundary thereby reducing the need to expand the UGB and potentially impact agricultural lands. Goal 4: Forest Lands - To conserve forest lands by maintaining the forest land base and to protect the state's forest economy by making possible economically efficient forest practices that assure the continuous growing and harvesting ° f forest tree species as the · leading use on forest land consistent with sound management of soil, air, water, andfish and wildlife resources and to provide for recreational opportunities and agriculture. The subject amendment does not directly impact any lands zoned for Forest use. Nevertheless, the proposed amendment complies with Statewide Planning Goal 4 by providing for the efficient use of land inside the Eugene Urban Growth Boundary thereby reducing the need to expand the UGB and potentially impact forest lands. Goal 5: Open Spaces, Natural Resources and Sc. enic Areas - To protect natural resource and conserve scenic and historic areas and open spaces. There are no known natural resources, open spaces, or scenic areas requiting protection within the area proposed for inclusion in the SAZ. With.regard to historic resources, the ' property is on the City Of Eugene Historic Landmark Inventory and this application takes advantage of the eligibility to be governed by a special zoning district in recognition of the site's historic status. The'present application facilitates the preservation and reuse of historic resources in compliance with Goal 5. With regard to c ,arrying capacity of land, air, and water resources, the proposed amendment will' provide for efficient use of land inside the Eugene Urban Growth Boundary, and will utilize existing facilities and services. The amendment thereby reduces pressure for development on the urban fringe and reduces the potential need to expand the UGB and impact surrounding land, air, and water resources. The proposed amendment will not impact the ability of the city to meet the carrying capacity of the land, air, and water resources within its jurisdiction. Based on these findings, the proposed amendment is consistent with the guidelines contained in Goal 5. Goal 6: Air, Water, and Land Resource QUality - To maintain, and improve the quality of the air, water, and land resources of the state. The proposed amendment relates to the provision of special zoning regulations for a historic resource and will not alter existing policy related to air, water, Or land resource quality. Nevertheless, the proposed amendment complies with Statewide Planning Goal 6 by providing for efficient use of resources inside the Eugene city limits. These findings demonstrate that the proposed amendment will comply with Statewide Planning Goal 6. 30
