August 5, 2004 <br /> <br /> Goal 7: Natural Hazards - To protect life and property from natural disasters and <br /> hazards. <br /> <br /> As above, the proposed code amendment does not alter plan policies currently in effect <br /> regarding Natural Hazards. Mechanisms currently in place to protect life and property <br /> will not be impacted by the proposed amendment. Therefore, Statewide Planning Goal 7 <br /> · does not apply. <br /> <br /> Goal 8: Recreational Needs - To satisfy the recreational needs of the Citizens of the state <br /> and visitors and, where appropriate, to provide for the siting of necessary'recreational <br /> facilities including destination resorts. <br /> <br /> Goal 8' primarily relates to the provision of recreational facilities in non-urban areas of the <br /> state. At present, there are no policies related to the provision of recreational facilities <br /> within .the boundaries of the proposed SAZ. Furthermore, nothing inherent in the <br /> proposed amendment will impact the provision of recreation facilities within the City 'or <br /> State. To the extent this criterion relates to former city recreational services offered on <br /> the site, nothing in Goal 8 requires the continuance of these services, and furthermore, the <br /> proposed SAZ responds to the City Council's direction to enable separate sale of the <br /> Katrfinan Senior Center and the Kaufman Annex if necessary in the future. The property <br /> is not identified as necessary in any adopted recreation plan. 1 Therefore, the proposed <br /> 'amendments comply with Goal 8. <br /> <br /> Goal 9: Economy- To provide adequate opportUnities thrOughout the state for a variety <br /> of economic activities vital to the health, welfare, and prosperity of Oregon's citizens. <br /> <br /> The proposed amendment will not directly impact the need for or supply of commercial <br /> or industrial' lands within the City of Eugene. That said, allowing for' the reuse of the <br /> structure will encourage continued investmem in the Westside neighborhood without <br /> sacrificing the grounds to residential infill. Based on these findings, the proposed <br /> amendment complies with Goal 9. <br /> <br /> Goal 10 - Housing: To Provide for the housing needs of the state. <br /> <br /> Goal 10 requires that communities plan for and maintain an inventory of buildable <br /> residential land for needed housing units. The Metropolitan Area General Plan- <br /> Residential Land and Housing Element implements Goal 10 by providing background <br /> data and analysis, findings, and policies related to the provision of residential lands inside <br /> the Eugene/Springfield urban growth boundaries. In 1999, the Residential Land Use and <br /> <br /> I The 1989 Eugene Parks and Recreation Plan does'contain the following high priority proposed action: "Campbell <br /> and Kaufman Senior Centers: Expand to accommodate multiple demands" (p. 35). However, this proposed action <br /> does not constitute a policy or approval criterion.
