~ : Attachment <br /> S-IlK Historic Kaufman House special Area Zone <br /> <br /> 9.3600 ,.Purpose of S-HI{ I-listoric Kaufman House Special Area Zon,:. The Gertrude <br /> and Ludwig Kaufman House, located at 996 Jefferson Street, is classified as a City of. <br /> Eugene Historic Landmark according to the approval issued by the Historic Review <br /> Board. on December 4, 2003. This special area zone is intended to provide for the <br /> following purposes: <br /> <br />(1) To afford the historic resource special treatment and protection so that the uses <br />permitted and restrictions imposed upon it will preserve and allow rehabilitation of the <br />building's character defining architectural features as an example of a prominent local <br />architect's (John Hunzicker's) work, and association with PeOple important to Eugene's <br />past (Trude and Ludwig Kaufman). Recognition of historic landmarks enhances the <br />beautification of the city, promotes the city's economic health, and preserves the value of <br />these properties. The regulation of designated historic landmarks provides a means to <br />review changes to a landmark and ensure that histOric and architectural values are <br />preserved. <br /> <br />(2) The purpose of Historic Special Area Zones is to permit, after appropriate review, the <br />use of historically significant buildings and sites for a range of uses not otherwise <br />allowed together in one of the standing zoning districts, which often contain uses that are <br />inappropriate while omitting uses that are appropriate to specific historic buildings and <br />sites. The purpose of the Historic SAZ is to preserve these historic resources where their <br />maintenance and productive "use would not otherwise be ecOnomically practical, and <br />where a standard zoning classification would not be appropriate. <br /> <br />{3) The Kaufrnan House was donated to the City of Eugene in 1972 and was used as a <br />senior center under a Conditional Use Permit (CUP) for over 30 years, along with the <br />adjacent Kaufman Annex (Beardsley House at 673 West 10t~). The Historic Special Area <br />Zone allows separation of the two properties, and will foster the continued preservation <br />of the Gertrude and Ludwig Kaufman House by allowing uses beyond the senior services <br />authorized by the CUP and establishing appropriate development standards. <br /> <br />9.3605 S-HK Historic Kaufman House Special Area' Zone Siting Requirements. In <br />addition to approval criteria at EC 9.8865 Zone Change Approval Criteria, the follOwing <br />criteria apply: <br /> <br />(1) The S-HK Special Area Zone is intended to apply only to the Historic Gertrude and <br />Ludwig Kaufman house located at 996 Jefferson Street. <br /> <br />9.3610 S-HK Historic Kaufman House Special Area Zone Land Use and Permit <br />Requirements.'The following Table, 9.3610 S-HK Historic Kaufman House Special <br />Area Zone Uses and Permit Requirements, identifies uses in the S-HK zone that are: <br /> <br />(P) Permitted, subject to zone verification. <br />(SR) Permitted, subject to an approved site reviewplan. <br /> <br /> 36 <br /> <br /> <br />
