August 5, 2004 <br /> <br /> The site does not fall within the boundaries of the Willamette River Greenway. <br /> Therefore, this Goal does not apply. <br /> <br /> Goal 16: Estuarine Resources, Goal 1'7.. Coastal Shorelands, Goal 18: Beaches and <br /> Dunes, and Goal 19: Ocean Resources. <br /> <br /> Goals 16 through 19 apply to Coastal Resources. The City of Eugene is nOt impacted by <br /> nor does it impact coastal resources. Therefore;these goals do not apply. <br /> <br /> The above findings demonstrate consistency with Statewide planning goals in compliance' <br /> with the above criterion. <br /> <br /> (2) Is consistent with applicable provisions of the Metro Plan and applicable adopted <br /> refinement plans. <br /> <br /> Compliance with the Metro Plan and Westside Neighborhood Plan are discussed under. <br /> criterion 9.8865(1) and (2).above. <br /> <br /> (3) In the case of ~stablishment of a special area zone, is consistent with EC 9.3020 Criteria <br /> for establishment of an S Special Area Zone. <br /> <br /> The proposed code amendment creates a Special Area Zone for a historic property. <br /> Compliance.with the criteria in EC 9.3020 is outlined above. <br /> <br />VI. Conclusion <br /> <br />Based'on the above analysis 'and findings of compliance with adopted plans and policies, the <br />requested land use code amendment meets the requirements of state and local land use law and is <br />consistent with applicable approval criteria. <br /> <br />We look forward to' presenting this application to the Planning Commission and City Council to <br />complete the land use process for the Kaufman House, thus making the Kaufman Annex eligible <br />for declaration as surplus property and subsequent sale.
