Goal7AreasSubjecttoNaturalDisastersandHazards.Toprotectlifeandpropertyfrom <br />naturaldisastersandhazards. <br />Goal7requiresthatlocalgovernmentplanningprogramsincludeprovisionstoprotectpeople <br />andpropertyfromnaturalhazardssuchasfloods,landslides,earthquakesandrelatedhazards, <br />tsunamisandwildfires.TheGoalprohibitsadevelopmentinnaturalhazardareaswithout <br />appropriatesafeguards.TheamendmentsdonotaffecttheŝƚLJ͛Ɛrestrictionsondevelopment <br />inareassubjecttonaturaldisastersandhazards.Further,theamendmentsdonotallowfor <br />newdevelopmentthatcouldresultinanaturalhazard.Therefore,StatewidePlanningGoal7 <br />doesnotapply. <br />Goal8RecreationalNeeds.Tosatisfytherecreationalneedsofthecitizensofthestateand <br />visitors,andwhereappropriate,toprovideforthesitingofnecessaryrecreationalfacilities <br />includingdestinationresorts. <br />Goal8ensurestheprovisionofrecreationalfacilitiestoOregoncitizensandisprimarily <br />concernedwiththeprovisionofthosefacilitiesinnonurbanareasofthestate.The <br />amendmentsdonotaffecttheŝƚLJ͛Ɛprovisionsfororaccesstorecreationareas,facilitiesor <br />recreationalopportunities.Therefore,StatewidePlanningGoal8doesnotapply. <br />Goal9EconomicDevelopment.Toprovideadequateopportunitiesthroughoutthestatefora <br />varietyofeconomicactivitiesvitaltothehealth,welfare,andprosperityofKƌĞŐŽŶ͛Ɛcitizens. <br />TheAdministrativeRuleforStatewidePlanningGoal9(OAR660,Division9)requirescitiesto <br />evaluatethesupplyanddemandofcommerciallandrelativetocommunityeconomic <br />theCityofEugeneasa <br />objectives.TheEugeneCommercialLandsStudy(1992)wasadoptedby <br />refinementoftheMetroPlan,andcomplieswiththerequirementsofGoal9andits <br />AdministrativeRule. <br />TheEugeneCommercialLandsStudyacknowledgedthattheinventoryofcommerciallandis <br />dynamicandthatdifferentcommercialservicesneedtobeaccommodatedthroughavarietyof <br />means.Anemphasisofthestudyistoencouragehigherintensityinfillandredevelopmentof <br />commerciallandsbyconstrainingthesupplyofnewcommercialland.Findingsaddressingthe <br />relevantpoliciesoftheEugeneCommercialLandsStudyareprovidedbelowunderEC9.8065 <br />(2),andareincorporatedhereinbyreference. <br />Theamendmentsarespecificallyintendedtofacilitatecommercialandindustrialdevelopment <br />andredevelopment.Theamendmentsdonotaffecttheamountoflanddesignatedfor <br />commercialuseandwillhavenodirectimpactontheexistingsupplyofcommercially <br />designatedland.Rather,theamendmentsimplementanEnvisionEugeneefficiencystrategyto <br />encouragemoreefficientuseofindustriallandsinsidetheUGBbyallowingformixed <br />commercialandindustrialdevelopmentthroughthenewE2MixedUseEmploymentzone.This <br />zonewillreplacetheexistingC4CommercialIndustrialzoneandisconsistentwiththeexisting <br />plandesignationsinthestudyarea(primarilyLightMediumIndustrial,smallamountofHeavy <br />Findings3 <br />
