tablebelowshowstheresultsoftheanalysis: <br />ProjectedPMProjectedPM <br />PeakTripsPeakTrips <br />ExistingI1ProposedE1 <br />StudyAreaZoningZoning <br />Greenhill12501855 <br />WillowCreek12701885 <br />ChadDrive13702335 <br />Thisaggregatetripgenerationnumbersshownintheabovechartarederivedfromthe <br />reasonableworstcasescenariodevelopmentallowedunderthecurrentandproposedzoning <br />ofeachofthepropertieswithinthethreecampusindustrialstudyareas.Theanalysisshows <br />thatforeachofthethreecampusindustrialareas,theproposedE1zoningwillgeneratemore <br />PMpeakhourtripsthancurrentlygeneratedundertheexistingI1zoning.Asameansof <br />eliminatingthepotentialsignificanteffectoftheproposedzonechangeontheexistingand <br />plannedtransportationfacilitieswithinthecampusindustrialareasthecityproposestocapthe <br />numberoftripsthatcanbegeneratedbythepropertieswithineachofthethreecampus <br />industrialareasatthenumberoftripscurrentlyprojectedforreasonableworstcasescenario <br />developmentundertheexistingI1zoning. <br />Byimposingatripcaponthepropertieswithinthethreecampusindustrialareasthatare <br />subjecttothezonechange,thetrafficgeneratedfromeachofthesubjectpropertiesafterthe <br />zonechangecannotexceedthetrafficthatcouldbegeneratedbyusesthatarealreadyallowed <br />underthecurrentzoning.Thetripcapisanenforceable,ongoingrequirementthatwill <br />demonstrablylimittrafficgenerationforthesubjectpropertiesbypreventingthetraffic <br />generationbeyondcurrentlyallowedlevels.Thetripcapisenforceableandongoingbecauseit <br />willbemonitoredforthepropertiessubjecttothezonechangeeachtimeabuildingpermitis <br />receivedbytheCity.Untilthecapislifted,eachofthepropertieswithinthethreesubjectareas <br />canonlydevelopwithausethatgeneratesthesameorlesstripsthancouldhavebeen <br />generatedunderthepreviouszoning. <br />Thetripcapandthemannerinwhichitcanbemodifiedwillberecordedwiththerezoning <br />ordinanceadoptingthezonechanges.Thus,inaccordancewithOAR6600120060(1)(c),the <br />proposedtripcapcanbeconsideredwhendeterminingwhetheraproposedamendmentwill <br />significantlyaffectanexistingorplannedtransportationfacility.Becauseimposingatripcapof <br />1250fortheGreenhillandWillowCreekstudyareasand1370fortheChadDrivestudyarea <br />preventsthezonechangefromcreatinganyadditionaltrafficgenerationfromthesubject <br />properties,thetripcapcompletelyeliminatesthepotentialsignificanteffectofzonechange <br />and,therefore,noadditionalTPRanalysisisneeded. <br />Withatripcapthatpreventstripgenerationbeyondcurrentlyallowedlevelstheproposed <br />zonechangecomplieswiththeTPR;anymodificationorliftingofthetripcaprequiresa <br />Findings7 <br />
