applicableadoptedrefinementplans. <br />ApplicableMetroPlanPolicies <br />ThefollowingpoliciesfromtheMetroPlan(identifiedbelowinitalics)areapplicabletothese <br />amendments.Basedonthefindingsprovidedbelow,theamendmentsareconsistentwithand <br />supportedbytheapplicableprovisionsoftheMetroPlan. <br />EconomicElement <br />B.8Encouragetheimprovementoftheappearanceofexistingindustrialareas,as <br />wellastheirabilitytoservetheneedsofexistingandpotentiallightindustrial <br />development. <br />Theproposedcodeamendmentsintroducedesignstandardsforlargerfacilitiesinthe <br />EmploymentandIndustrialzones.Thesestandardsaddressbuildingdesignasitrelatestothe <br />adjacentpublicstreet,includingpedestrianconnectivity,firstfloortransparency,and <br />articulation.Theserequirements,inconcertwithenhancedlandscapingandvegetative <br />screeningofoutdoorstorageareas,areintendedtoimprovetheappearanceofallemployment <br />andindustrialzones. <br />B.15Encouragecompatibilitybetweenindustriallyzonedlandsandadjacentareasin <br />localplanningprograms. <br />Theproposedcodeamendmentsretaincertainlandscapestandardsthatareintendedtoscreen <br />industrialareasfromadjacentresidentialzones,whilealsointroducingseveralrequirements <br />thatincreaseseparationbetweenusesandlimitbuildingheight.Thesecompatibilitystandards <br />willreducevisualintrusiononresidentialareas,therebymaintainingprivacy. <br />B.17Improvelandavailabilityforindustriesdependentonrailaccess. <br />TheI3HeavyIndustrialandI2LightMediumIndustrialzoneshaveextensiverailroadaccess. <br />Recognizingthevalueofthisaccessforindustrialuses,theproposedcodeamendmentsremove <br />severalnonindustrialusesfromthelistofpermittedusesineachzone.Thisactionhelpsto <br />preserveindustriallandwithrailaccessforindustriesthatneedit. <br />B.23Provideforlimitedmixingofoffice,commercial,andindustrialusesunder <br />procedureswhichclearlydefinetheconditionsunderwhichsuchusesshallbe <br />permittedandwhich:(a)preservethesuitabilityoftheaffectedareasfortheir <br />primaryuses;(b)assurecompatibility;and(c)considerthepotentialfor <br />increasedtrafficcongestion. <br />Thispolicyisdirectlyimplementedbytheproposedamendments,inparticulartheE2Mixed <br />UseEmploymentzone,whichallowsforlimitedmixingofusesunderclearconditions(special <br />uselimitations).Numerousretailcommercialusesareaddedtothepermitteduselistinallfour <br />Findings9 <br />
