IndustrialandCommercialDevelopmentPolicies.OAR6600090020.FinallyOAR6600090025 <br />requiresthatcitiesdesignateindustrialandcommerciallandssufficienttomeetshortandlongterm <br />needs.OAR6600090010(2)providesthatthedetailedplanningrequirementsimposedbyOAR660 <br />thetimeofeachperiodicreviewoftheplan(ORSϭϵϳ͘ϳϭϮ;ϯͿͿ͘͟TheEugene <br />Division9apply͞Ăƚ <br />CommercialLandsStudy(1992)wasadoptedbytheCityofEugeneasarefinementoftheMetroPlan, <br />andcomplieswiththerequirementsofGoal9andthecorrespondingAdministrativeRule. <br />Inaddition,OAR6600090010(4)providesthat,whenacitychangesitsplandesignationsoflandsin <br />excessoftwoacresfromanindustrialusedesignationtoanonindustrialusedesignation,oranother <br />employmentusedesignationtoanyotherusedesignation,pursuanttoapostacknowledgmentplan <br />amendment,itmustaddressallapplicableplanningrequirementsand(a)demonstratethatthe <br />proposedamendmentisconsistentwiththepartsofitsacknowledgedcomprehensiveplanwhich <br />addresstherequirementsofOAR660Division9;or(b)amenditscomprehensiveplantoexplainthe <br />proposedamendmentpursuanttoOAR660Division9;or(c)adoptacombinationof(a)and(b) <br />consistentwiththerequirementsofDivision9. <br />Althoughnoneoftheredesignationssitesincludelandthatiscurrentlydesignatedemployment,10 <br />acresintheCrowRdStudyAreaisproposedtoberedesignatedtoanemploymentdesignation <br />(commercial).ThereforeOAR6600090010(4)isapplicabletotheproposedCrowRdStudyArea <br />commercialdesignationandisaddressedasfollows: <br />CrowRdStudyArea: <br />Thissiteincludesredesignationofapproximately10acresoflanddesignatedmediumdensity <br />residentialtocommercial.The1992studyindicatesthereisasurplusofcommercialland; <br />howeverthe1992studyalsoincludesthefollowingapplicablepolicies: <br />8.0Recognizethedifferingneedsofresidentialareasinthevariouspartsofthe <br />community,anddeterminetheneedtocreateadditionalcommercialsitesinlightof <br />opportunitiesforredevelopment. <br />11.0Promoteneighborhoodorientedcommercialfacilitiesandcommunitycommercial <br />areasratherthanadditionalmajorretailcenters. <br />WestEugeneSubarea <br />19.0ConsideradditionalcommerciallandintheWestEugeneSubareatoaccommodate <br />bothneighborhoodcommercialneedsandthoseofthelargercommunity.Insiting <br />additionalcommercialland,evaluateimpactsontrafficpatternsandsurroundingland <br />uses. <br />Althoughthesepoliciesarenotmandatoryinnature,theproposedcommercialredesignation <br />isconsistentwiththesepoliciesasitaddscommerciallandtoanareaplannedforhousingbut <br />whichlackssignificantcommercialservices.Also,asdiscussedinthefindingsaddressingGoal <br />12,whichareincorporatedhereinbyreference,thetrafficanalysisforthepackageofre <br />designationsintheCrowRoadStudyArearesultsinfewervehicletripsthenthecurrent <br />designation,thereforetheredesignationisconsistentwithGoal12.Finally,sincethe1992 <br />Findings6 <br />
