suitableforlowdensityresidentialorCommercialratherthanmediumdensity <br />residentialallowsthecitytoaccommodatemorelowdensityresidentialinsidethe <br />currentUGB,whilepromotinghigherdensityhousingtoredevelopindowntownand <br />corecommercialareas,andalongkeytransitcorridors,creatingamorecompact <br />urbandevelopmentpattern. <br />During20112013,thecityworkedwithpropertyownersandresidentsoftheCrow <br />RoadStudyAreatoidentifyanupdatedvisionforthestudyareaandtohelpwiththe <br />ĐŝƚLJ͛Ɛ20yearlandneed.Thecityheldpublicmeetingsandsentsurveysandlettersto <br />gatherfeedbackonadraftlanduseconceptplanandpotentialfuturedevelopment <br />standardsforthearea.ThemainthemesidentifiedweretorecognizetheĂƌĞĂ͛Ɛrural <br />characterandpromotealessurban,morecountryfeelastheareadevelopsinthe <br />futurewhilealsoensuringtheareaisadequatelyserviced.Standardstoaddressthese <br />issuesinthefutureincludesuchtopicsastreepreservation,buildingandlot <br />standards,homebusinesses,andstreetdesign,connectivityandsafety. <br />(page7) <br />A.LandUse <br />3.MapEreflectslandusearrangementsfortheWillowCreekBasinandshallbecome <br />onebasisforfutureimplementationthroughzoningorotherapplicablelanduse <br />measures. <br />Theapprovedlandusemapreflectsavarietyofpolicieswithinthisspecialstudyand <br />otherapprovedpolicydocumentssuchastheCommunityGoalsandPoliciesandthe <br />MetroPlan. <br />Theplandiagramlocationsfortheapproximately92.8acresofmediumdensity <br />residentialand10.3acresofcommercialintheCrowRoadStudyAreaarebasedonthe <br />discussionsatthistime.Thecityrecognizesthatinthefuturetheremaybe <br />justificationforminoradjustmentstothedesignationandzoneboundariesonthose <br />propertieswithmorethanonedesignation.Thecityshallallowforconsiderationof <br />minoradjustmentstotheplandesignationandzoneboundaryprovidedtheacreageof <br />eachdesignationandzoningdistrictremainsessentiallythesame,andthechangeis <br />consistentwiththepurposeoftheregulationsadoptedinthefutureforthisarea. <br />4.CityofEugeneshallapplyitsplannedunitdevelopment(PUD),clustersubdivisionor <br />sitereviewprocedures(asappropriate)intheWillowCreekBasininatleastthree <br />cases: <br />a.Propertieswithelevationandslopeandgeologicconditionswhichfit <br />criteriaidentifiedSouthHillsStudyforapplyingPUDprocedures; <br />b.Propertiesinoradjacenttodesignatednaturalareaswillbedeveloped <br />undereitherPUDorsitereviewprocedures,dependingonthescaleand <br />complexityoftheproject;and <br />Findings19 <br />
