<br /> Draft 9/29/14 <br /> <br />53.Urban growth boundary (UGB): A site-specific line, delineated on a map or by written <br />description, that separates urban and urbanizable lands from rural lands. <br />a.Eugene UGB: The UGB that separates Eugene’s urban and urbanizable lands <br />from the urban and urbanizable lands in Springfield along Interstate 5 and from <br />rural lands in Lane County to the north, west, and south. <br />b.Springfield UGB: The UGB that separates the urban and urbanizable lands in <br />Springfield from the urban and urbanizable lands in Eugene along Interstate 5 and <br />from rural lands in Lane County to the north, east, and south. <br />c.Metropolitan UGB: The UGB that encompasses both Eugene and Springfield <br />with no division along Interstate 5, separating the urban and urbanizable lands in <br />both cities from rural lands in Lane County. The Metropolitan UGB will continue <br />to exist until both Eugene and Springfield have adopted, and have in effect, their <br />own separate UGBs (Eugene UGB and Springfield UGB). <br />54.Urban lands: Lands located within an incorporated city. <br />55.Urban water and wastewater service provision: The physical connection to the water or <br />wastewater system. <br />56.Urbanizable land: Urbanizable lands are those unincorporated lands between the city <br />limits and the UGB. <br />57.Very low income housing: Housing priced so that a household at or below 50 percent of <br />median income pays no more than 30 percent of its total gross household income on <br />housing and utilities. (HUD’s figure for 1997 annual 50 percent of median income of a <br />family of three in Lane County is $16,950; 30 percent = $423/month.) <br />58.Zoning: A measure or regulation enacted primarily by local governments in which the <br />community is divided into districts or zones within which permitted and special uses are <br />allowed. Zoning regulations govern lot size, building bulk, placement, and other <br />development standards.
