StaffFindings <br />MetroPlanEnablingAmendments <br />November10,2014 <br />Applicants:LocalFileNumbers: <br />CityofSpringfieldSpringfieldFileNo.TYP41400005 <br />CityofEugeneEugeneFileNo.MA1402 <br />LaneCountyLaneCountyFileNo.PA1313 <br />Request:ProcedureType: <br />ToamendChaptersIVoftheEugeneSpringfieldTypeIIIMetroPlanAmendment <br />MetropolitanAreaGeneralPlan(MetroPlan)toallowfor <br />thegradualreplacementoftheMetroPlanwithcity <br />specificcomprehensiveplans. <br />I.ExecutiveSummary <br />TextAmendments <br />ORS197.304(HB3337)requiredtheestablishmentofseparateUrbanGrowthBoundaries(UGBs)for <br />EugeneandSpringfieldandwastheimpetusforinitiatingworkontheSpringfieldComprehensivePlan <br />andtheEnvisionEugeneplanninginitiatives.Astheseplanningeffortsarereadiedforadoption, <br />amendmentstovarioussectionsofChaptersIthroughVoftheMetroPlanarenecessarytoallowforthe <br />gradualreplacementofthePlanwithseparateEugeneandSpringfieldcomprehensiveplans. <br />TheamendmentstoMetroPlanChapterIVwhichwerereviewedandapprovedlastyearsetthestage <br />forimplementationofORS197.304byallowingjurisdictionstheautonomytomakecityspecific <br />planningdecisions.TheMetroPlanEnablingAmendmentsareabroadreviewandadjustmentofthe <br />entireMetroPlandocumenttofurtherenablethegradualreplacementoftheMetroPlanwithcity <br />specificpoliciesfromtheSpringfieldComprehensivePlanandEnvisionEugene.Theproposed <br />amendmentswillallowanorderlytransitiontoanewplanningframeworkwithinwhichEugene, <br />SpringfieldandLaneCountywillcontinuetoplancollaborativelyinmanyareaswhileretainingthe <br />autonomytoadoptcityspecificpoliciesthatreflecteachĐŽŵŵƵŶŝƚLJ͛Ɛvisionandsensibilities. <br />Theproposedamendmentsareprimarilytextamendmentswhichincludechangestoeverychapterof <br />theMetroPlan.However,therevisionsthroughoutthePlanarelimitedtothosethatfitwithinatleast <br />oneofthefollowingcategories: <br />1.Revisionstoensurethateachcitycan,independentlyoftheother,establishcityspecificplans <br />andestablishthatsuchplanssupplantspecificportionsoftheMetroPlanforthatcity; <br />2.Revisionstoupdateandaddexplanationsofthepast,currentandfuturestatusoftheMetroPlan, <br />includinganexplanationofthestagesofchangeanticipatedasthecitiesconductindependent <br />planningfortheirseparateƉŽƉƵůĂƚŝŽŶƐ͛needs. <br />3.Revisionstochangeorremovetextthatcannolongerbeappliedduetoachangeinthelawand <br />thatcouldnot(evenarguably)raiseapolicyconcern.Thisincludesthedeletionoftextrelatingto <br />thenowdefunctLaneCountyBoundaryCommission. <br />MetroPlanEnablingŵĞŶĚŵĞŶƚƐͶ^ƚĂĨĨFindings <br />{00142030;1} <br />November10,2014Page1 <br />
