MetroPlanDiagramandPlanBoundaryAmendments <br />IncludedintheproposedamendmentsisaminorbutimportantupdateoftheMetroPlanDiagram.The <br />MetroPlanDiagramisagraphicrepresentationoftheMetroPlanshowingtheMetroPlanBoundary, <br />theUrbanGrowthBoundaryandthelandusesplannedforthemetropolitanarea.ThepassageofORS <br />197.304mandatedtheestablishmentofseparateurbangrowthboundariesforEugeneandSpringfield. <br />AMetroPlanDiagramamendmentisproposedtoshowa͞DĞƚƌŽƉŽůŝƚĂŶUrbanGrowthŽƵŶĚĂƌLJ͟that <br />encompassesbothEugeneandSpringfieldwithnodivisionalongInterstate5separating,separatingthe <br />urbanandurbanizablelandsinbothcitiesfromrurallandsinLaneCounty.TheMetroPlanDiagramwill <br />showtheadoptedSpringfieldUGBandeventuallytheEugeneUGB.TheMetropolitanUGBwillcontinue <br />toexistuntilbothEugeneandSpringfieldhaveadopted,andhaveineffect,theirownseparateUGBs. <br />TheMetroPlanBoundaryMapdefinesthatareashownontheMetroPlanDiagramthatincludes <br />Springfield,Eugene,andunincorporatedurban,urbanizable,rural,andagriculturallandsexclusiveof <br />areasencompassedintheLaneCountyRuralComprehensivePlan.Thosechangesproposedforthe <br />MetroPlanDiagramarealsoproposedfortheMetroPlanBoundaryMap. <br />ConclusionandRecommendationofStaff <br />ThisreportincludesfindingsdemonstratingconformancewiththecriteriaforapprovingMetroPlan <br />amendmentsfoundinEugeneCode9.7730(3),SpringfieldDevelopmentCodeSection5.14135(C)and <br />LaneCodeSection12.225(2)(a&b).Thesecriteriastate: <br />͞ϭ͘TheamendmentshallbeconsistentwiththerelevantStatewideplanninggoalsadoptedbythe <br />LandConservationandDevelopmentCommission;and <br />2.AdoptionoftheamendmentshallnotmaketheMetroPlaninternallyŝŶĐŽŶƐŝƐƚĞŶƚ͘͟ <br />Basedonthefindingsofstaffwithrespecttotheapprovalcriteriacitedabove,stafffindstheproposed <br />textamendmentstotheMetroPlantobeconsistentwiththesecriteriaandrecommendapprovalofthe <br />amendment. <br />II.ProceduralRequirements <br />ProceduralrequirementsforprocessingMetroPlanamendmentsaredescribedinMetroPlanChapter <br />IV.TheamendmentproceduresfoundinChapterIVareimplementedthrougheachũƵƌŝƐĚŝĐƚŝŽŶ͛Ɛlocal <br />landusecodes.Sections9.7700through9.7750oftheEugeneCode,Sections5.2115,5.4135and5.4 <br />140oftheSpringfieldDevelopmentCodeandLaneCodeSections12.220through12.225and12.240 <br />containtheamendmentproceduresandpoliciesfoundinChapterIVoftheMetroPlan. <br />InNovember2013,MetroPlanChapterIVwasamendedinresponsetoORS197.304.Thechangesto <br />thelocallandusecodeswhichimplementChapterIVarebeingprocessedconcurrentlywiththeMetro <br />PlanEnablingAmendments.CitationsofthecurrentlocallandusecodesastheyapplytoMetroPlan <br />amendmentswouldnotbeaccurategiventheChapterIVchanges.Forthepurposeofthisreport, <br />referencestotheMetroPlanChapterIV,asamendedin2013willbemadetoshowconsistencywiththe <br />requiredproceduresandcriteriaforapprovalofMetroPlanamendments. <br />MetroPlanEnablingŵĞŶĚŵĞŶƚƐͶ^ƚĂĨĨFindings <br />{00142030;1} <br />November10,2014Page2 <br />
