ORDINANCE NO. 20545 <br />AN ORDINANCE AMENDING THE EUGENE-SPRINGFIELD METROPOLITAN <br />AREA GENERAL PLAN TO ENABLE THE ESTABLISHMENT OF CITY <br />SPECIFIC URBAN GROWTH BOUNDARIES AND COMPREHENSIVE <br />PLANNING DOCUMENTS; ADOPTING A SEVERABILITY CLAUSE; AND <br />PROVIDING AN EFFECTIVE DATE. <br />The City Council of the City of Eugene finds as follows: <br />A. <br />The Eugene-Springfield Metropolitan Area General Plan (“Metro Plan”) was <br />jointly adopted by the City of Eugene, the City of Springfield, and Lane County in 1972. <br />B. <br />In 2007, the Oregon Legislature adopted House Bill 3337 (now ORS 197.304), <br />which resulted in the need for the City of Eugene and the City of Springfield to adopt separate <br />Urban Growth Boundaries (“UGB”) in lieu of the common UGB they had previously shared. <br />C. <br />In 2013, Lane County, the City of Eugene and the City of Springfield jointly <br />adopted amendments to Chapter IV of the Metro Plan, revising the rules governing which of the <br />three governing bodies are required to participate in different types of Metro Plan amendments. <br />D. <br />The cities anticipate eventually adopting individual city-specific comprehensive <br />plans. <br />E. <br />On September 17, 2014, the Eugene City Council approved a motion to initiate <br />additional amendments to the Metro Plan to enable the cities’ desired incremental shift from the <br />Metro Plan to city-specific comprehensive plans. <br />F. <br /> Following an October 23, 2014 joint public hearing with the Springfield and Lane <br />County Planning Commissions, the Eugene Planning Commission voted to recommend to the <br />Eugene City Council amendments to the Metro Plan. The amended Metro Plan text is shown in <br />legislative format attached as Exhibit A to this Ordinance. <br /> G. <br />The City Council is not re-adopting or updating the Metro Plan, but rather is <br />amending specific textual provisions to enable the desired shift to city-specific comprehensive <br />plans. <br />H. <br /> On November 10, 2014, the City Council conducted a joint public hearing with <br />the Springfield City Council and the Lane County Board of Commissioners concerning the Metro <br />Plan amendments, and is now ready to take action based on the above recommendations and <br />evidence and testimony already in the record as well as the evidence and testimony presented <br />at the joint elected officials public hearing. <br />I. <br />Substantial evidence exists within the record demonstrating that the proposal <br />meets the requirements of the Metro Plan, Eugene Code and applicable state and local law as <br />described in the findings attached as Exhibit B, and which are adopted in support of this <br />Ordinance. <br />Ordinance - Page 1 of 2 <br />
