No policy shall be construed to exclude permitted and specially permitted non-farm uses, <br />as defined in ORS 215.213 and OAR 660 Division 033, from the EFU/RCP zones. <br />Implementing ordinances shall provide for such uses, consistent with the statutory and <br />OAR 660 Division 033 requirements. Special permits for commercial uses in <br />conjunction with farm use shall have the same effect as making the use an outright <br />permitted use on the affected parcel. <br />n.Land may be designated as marginal land if it complies with the requirements of ORS <br />197.247 (1991 Edition). <br />o. Lane County recognizes ORS 215.253 shall apply on land-zoned EFU and Marginal <br />Lands. <br />p.Recreational activities in the Park and Recreation (PR/RCP) zone district within <br />agricultural areas that are outside lands for which a built or committedexception to a <br />statewide planning goal has been taken shall be limited to those uses consistent with <br />Statewide Planning Goals 3 and 4. <br />Forest Lands (Goal 4) <br />Findings <br />4.Forest lands are those lands acknowledged by the Land Conservation and Development <br />Commission (LCDC) as forest lands as of the date of adoption of the 1993 amendments to Goal <br />4. When a plan amendment involving forest lands is proposed, forest land shall include lands <br />which are suitable for commercial forest uses including adjacent or nearby lands which are <br />necessary to permit forest operations or practices and other forested lands that maintain soil, air, <br />water, and fish and wildlife resources. <br />5.Forest lands provide multiple values in the metropolitan area including: scenic resources; <br />watershed and soil protection, recreational opportunities; fish and wildlife habitat; commercial <br />timber harvest; livestock grazing; and other urban uses, such as buffering. Within the UGB, and <br />particularly within cities, timber harvest has less value to the general public than do other values. <br />Policies <br />C.5 Metropolitan goals relating to scenic quality, water quality, vegetation and wildlife, open <br />space, and recreational potential shall be given a higher priority than timber harvest <br />within the UGB. <br />C.6 The Oregon Forest Practices Act shall control commercial forest practices when <br />commercial forest uses are the primary or one of two or more primary uses identified on <br />forest lands outside the UGB. When other policies of the MetroPlanestablish a greater <br />importance for uses other than commercial forests, Lane County shall protect those other <br />values by applying appropriate implementation measures. <br />III-C-5 <br />
