Draft 9/29/14 <br />C.7 In addition to any of the above policies, these policies apply to forest lands within the Plan <br />Boundary of the Metro Plan but outside the UGB: <br />a.Conserve forest lands by maintaining the forest land base and protect the state’s forest <br />economy by making possible economically efficient forest practices that assure the <br />continuous growing and harvesting of forest tree species as the leading use on forest land <br />consistent with sound management of soil, air, water, and fish and wildlife resources and <br />to provide for recreational opportunities and agriculture. <br /> Forest land shall include lands which are suitable for commercial forest uses including <br />adjacent or nearby lands which are necessary to permit forest operations or practices and <br />other forested lands that maintain soil, air, water, and fish and wildlife resources. <br />b. Forest lands will be separated into two zoning categories, Non-impacted and Impacted, <br />and these categories shall be defined and mapped by the general characteristics specified <br />in the Non-impacted Forest Land (F-1/RCP) and Impacted Forest Land (F-2/RCP) zones <br />general characteristics. <br />c.Forest lands that satisfy the requirements of ORS 197.247 (1991 Edition), may be <br />designated as Marginal Lands. Uses and land divisions allowed on Marginal Lands shall <br />be those allowed by ORS 197.247 (1991 Edition). <br />d.Forest operations, practices and auxiliary uses shall be allowed on forest lands and shall <br />be subject only to such regulation of uses as are found in the Oregon Forest Practices <br />Act, ORS 527.722. <br />e. Prohibit residences on F-1/RCP zone lands except for the maintenance, repair, or <br />replacement of existing residences. <br />f.Dwellings shall be allowed in the F-2/RCP zoning district as provided in Lane Code <br />16.211. <br />g.The minimum land division size for the F-1/RCPzone and the F-2/RCP zone shall <br />comply with Lane Code 16.210 and 16.211. <br />h.New structures must comply with the Siting and Fire Safety Standardsof Lane Code <br />16.210 and 16.211. <br />i.Recreational activities in the Park and Recreation (PR/RCP) zone district within resource <br />areas that are outside lands for which a built or committed exception to a statewide <br />planning goal has been taken shall be limited to those uses consistent with Statewide <br />Planning Goals 3 and 4. <br />j.The effects of a projected shortfall in timber supplies within the near future are of <br />considerable concern to Lane County. Lane County supports efforts by state and federal <br />agencies in developing plans that will address the situation. Lane County intends to be an <br />active, committed participant in such plan development. <br />k. Encourage the consolidation of forest land ownership in order to form larger, more viable <br />forest resource units. <br />III-C-6 <br />
