3,0 Community ~nvolvernent and Public Process <br /> <br />3.1 Community involvement in the Eugene/Springfield Metro Area Mitigation <br />P~anning <br /> <br />The Cities of Eugene and Springfield recognize that community involvement is an <br />essential step in developing a mitigation plan, and both Cities have involved their <br />local communities in the mitigation planning process to help ensure the final plan <br />reflects the values and needs of our residents, as well as building the support base <br />necessary to implement the Plan. Citizen involvement has provided valuable <br />historical knowledge about the community and has enhanced (he completeness and <br />accuracy of the Plan. The Cities understand that area businesses and service <br />providers also have key information, and their involvement has also been essential <br />to the success of the planning process. <br /> <br />3,2 Previous Mitigation Activities <br /> <br />Alt City regulated development within the Special Flood Hazard areas, including fill, <br />needs an approved permit from the City. Generally this approval process is a part of <br />the building permit, but it may also be a separate floodplain development permit. <br />The Cities are working to reduce the risk of flood damages by actively enforcing <br />floodplain management regulations, alerting the community to flooding risks, and <br />providing information on how to protect property in the event of a flood. The Cities of <br />Eugene and Springfield have participated in the National Flood Insurance Program <br />since t985. <br /> <br />Both Cities provide regular maintenance of channels, ditches and catch basins to <br />prevent the accumulation of sediments and vegetation that obstruct flows and can <br />lead to flooding. The annual fall leaf recycling and collection program reduces the <br />chance of obstructed storm water collection systems. Infilling of drainage courses is <br />prohibited without approval, and a permit is required for most grading and fill work. <br /> <br /> 3.3 Planning Process <br /> <br /> To ensure that the Eugene/Springfield Natural Hazard Mitigation Plan has been <br /> prepared and reviewed by the key stakeholders within the community, the following <br /> process has been utilized. <br /> <br /> 1. Mitigation planning began in earnest after the 1996 flooding throughout <br /> western Oregon, including the Eugene/Springfield Metro Area. A Regional <br /> Emergency Management Coordinating Council (REMCC) was established, <br /> including representatives from Lane County and Eugene/Springfield, as well <br /> as Benton, Lincoln, and Linn Counties. Planning efforts through this effort <br /> continued through 2002, with numerous public meetings for local <br /> organizations and residents.
