Planning and Design Criteria <br /> <br />These elements are preferred in any proposal: <br /> <br />o More than 2/3 ground floor retail frontage or <br />residential frontage. <br />o Residential use (ground floor or upper levels) <br />Mixed income type and ownership is encouraged. <br />o Structured (embedded) parking. <br />o Uses which allow nighttime activities, such as a <br />restaurant or theater, particularly on Broadway <br />(if full block development is proposed) or Olive. <br />o Incorporation of energy conservation measures. <br /> <br />These elements are required in any proposal: <br /> <br />o Minimum 2/3 ground floor retail frontage or <br />residential frontage for new construction. <br />o High quality pedestrian environment, including <br />elements such as: <br />. Multiple openings, including windows or <br />entries; <br />. Prominent entries; <br />. Use of high quality materials; <br />. Pedestrian-scaled details and ornamentation; <br />. Display \'\-indows, either projecting or flush <br />\vith the building face; <br />. Awnings/overhangs; <br />. Tall first floor: <br />. Special comer treatment, such as architectural <br />features or prominent comer entry at <br />Olive Street and 10th Avenue. <br />. Inclusion of outdoor public space, such as a <br />plaza, courtyard or informal performance <br />area. <br /> <br />o Elements of scale and articulation; maximum length <br />of 1/3-block face as an unarticulated streetwall <br />\vithout architectural elements such as bays, <br />recesses, pilasters, etc. <br />o Multi-story building for ne\v construction. <br /> <br />12 <br />
